Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) whether it is a fact that the ceiling limit for subsidy on aids and appliances under the
Assistance to Disabled Persons for Purchase of Aids and Appliances (ADIP) Scheme is
currently fixed at Rs. 50,000, if so, the details thereof;
(b) whether the Government is aware that many beneficiaries are facing difficulties owing to
the inadequacy of this subsidy limit in meeting the actual cost of quality assistive devices, if
so, the details thereof;
(c) whether the Government proposes to revise the ceiling limit upward and if so, whether it
will consider enhancing the limit to Rs. 1–2 lakh in view of the rising cost of aids and
appliances; and
(d) if not, the reasons for not raising the subsidy ceiling under the ADIP Scheme?

(a) The income ceiling of beneficiaries for receiving benefit under ADIP Scheme is
Rs.22,500/- per month for availing 100% subsidy and from Rs.22,501/- to Rs.30,000/- per
month for availing 50% subsidy. The details of subsidy provided under the Scheme is as
under:-
(i) At present, aids and appliances costing up to Rs.15,000/- are provided.
(ii) For motorized tricycles & wheelchairs, a subsidy ceiling of upto Rs.50,000/- is set for
persons with disabilities having atleast 80% disability.
(iii) In case of high-end prosthesis, subsidy ceiling is upto Rs.30,000/-.(iv) Under the Cochlear Implant Programme, the subsidy ceiling is Rs.7.00 lakh per unit for
children with pre-lingual hearing loss between 1 to 5 years of age and Rs.6.00 lakh per unit
for children with acquired hearing loss between 5 to 18 years of age, including post-operative
therapy and rehabilitation, subject to prescribed eligibility conditions.
(b) The Government is aware that the cost of assistive devices may vary depending upon the
type, specifications and individual requirements of the beneficiaries. Under the ADIP
Scheme, subsidy limits have been prescribed keeping in view the objective of providing
affordable assistive devices to a larger number of eligible Divyangjan, subject to available
budgetary resources. The Scheme also provides for periodic revision of the list of
aids/appliances and their cost norms, based on technological advancements and
recommendations received from implementing agencies.
(c) and (d). The ADIP Scheme was comprehensively revised w.e.f. 01.04.2022, wherein the
cost ceilings for aids and appliances, medical/surgical correction and motorized
tricycles/wheelchairs were substantially enhanced. Keeping in view of budget constraints, at
present, there is no proposal under consideration to enhance the subsidy ceiling to Rs.1–2
lakh under the ADIP Scheme.
