KAMALJEET SEHRAWAT: Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state: (a) the details of assistance provided and appliances distributed to persons with disabilities under the Assistance to Disabled Persons for Purchase/Fitting of Aids and Appliances (ADIP) Scheme, during the last three financial years, State, district and category-wise including the States of Maharashtra, Bihar, Uttar Pradesh, Jharkhand, Rajasthan, Odisha and Chhattisgarh along with Palghar, Durg, Bemetara districts and Darbhanga and Bharatpur Lok Sabha Constituencies; (b) the total budget allocated for the ADIP Scheme during the last three financial years along with the measures taken to ensure timely distribution of aids and appliances to beneficiaries including the above stated places; (c) the total number of beneficiaries, along with the number of distribution camps organized during the last three years, State-wise; (d) the details of schemes being implemented in the country for the welfare, rehabilitation and empowerment of children with special needs and persons with disabilities during the said period,State and district-wise including the said places; (e) the total number of beneficiaries covered under the ADIP Scheme, along with the number of distribution camps organised during the said period, State and district-wise including the said places; (f) the corrective measures taken to address delays in identification, camp organization prompt and last-mile delivery and distribution of aids and appliances; and (g) the details of impact of various assistive devices under the said scheme across, States/UT- wise including Sidhi Parliamentary Constituency?ANSWER MINISTER OF SOCIAL JUSTICE AND EMPOWERMENT (DR. VIRENDRA KUMAR) (a) to (g): A Statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO PART (a) TO (g) OF THE LOK SABHA STARRED QUESTION NO.*344 FOR ANSWER ON 17.03.2026 RAISED BY SMT. SANJNA JATAV AND SMT. KAMALJEET SEHRAWAT REGARDING ASSISTANCE UNDER ADIP SCHEME (a), (c) (e) and (g): The details of camps held, number of beneficiaries covered, number of appliances distributed, and funds utilized during the last three years under the Assistance to Persons with Disabilities for Purchase/Fitting of Aids/Appliances (ADIP) Scheme, State-wise, are placed at Annexure–I. The details of camps held, number of beneficiaries covered, number of appliances distributed, and funds utilized during the last three years in Palghar, Durg, Bemetara districts and Darbhanga, Bharatpur and Sidhi Lok Sabha Constituencies are placed at Annexure–II. A pan-India impact evaluation study of the ADIP Scheme was conducted for the period 2021-22 to 2024-25. The Third-Party Evaluation Report 2026 indicates that the ADIP Scheme has significantly empowered persons with disabilities by providing quality assistive devices, thereby improving mobility, education, livelihood opportunities, and overall well-being. The establishment of Pradhan Mantri Divyasha-Vayoshri Kendras (PMD-VKs) has further strengthened service delivery by providing integrated, accessible, and efficient rehabilitation support to persons with disabilities. (b) and (f) : The ADIP Scheme is a Central Sector Scheme; therefore, no State-wise or District- wise allocation is made. The total budget allocated under ADIP during the last three years is as under: Year Budget Allocation( Rs. in Crore) 2022-23 230.00 2023-24 305.00 2024-25 350.00 Further, the following measures have been taken to ensure prompt distribution of aids and assistive devices to beneficiaries: 1. Pradhan Mantri Divyasha-Vayoshri Kendras (PMD-VKs) have been established and function as one -stop walk-in centres that provide easier access to assistive devices and rehabilitative services. At present, 100 PMD-VKs are functional across the country. 2. Artificial Limbs Manufacturing Corporation of India (ALIMCO), a CPSE under the Department, conducts district level assessment and distribution camps in coordination with the concerned district administrations to ensure maximum outreach of beneficiaries and smooth conduct of the camps. 3. Planning and beneficiary identification are further streamlined through API integration with the Unique Disability ID (UDID) data base.4. The requirement of State Government recommendation for release of Grants-in-Aid to implementing agencies has been done away with to facilitate prompt fund disbursement. 5. Real-time monitoring of beneficiary data and distribution activities is now done through ALIMCO maintained ARJUN Portal to rule out duplication. 6. Simplification of ADIP Scheme in September 2024 making it user-friendly and beneficiary centric with introduction of self certification for income criteria. 7. ALIMCO, the major implementing agency under the Scheme, also conducts mobile-van- based services, particularly in the North-Eastern States, to enhance its outreach. (d) The Department also implements the following schemes for the welfare, rehabilitation, and empowerment of persons with disabilities and children with special needs (CWSN): (i) Assistance to Persons with Disabilities for Purchase/Fitting of Aids/Appliances (ADIP) Scheme: Under the Scheme, funds are given to implementing agencies to help eligible persons with disabilities (Divyangjan) in obtaining durable, sophisticated, scientifically manufactured, and modern standard aids and appliances. These assistive devices help promote their physical, social, and psychological rehabilitation and enhancing their economic potential. Similar targeted provisions also exist for Children with Special Needs (CWSN) under the Scheme where- 1. Assistive devices are distributed to school-going children with special needs under the ADIP–Samagra Shiksha Abhiyan (SSA) including battery operated Motorized Tricycle even with 40% disability. 2. Cochlear implant surgery, along with post-operative therapy and rehabilitation, is supported for children with hearing impairment with a ceiling of: (i) ₹7.00 lakh per unit for children with pre-lingual hearing loss (1–5 years); and (ii) ₹6.00 lakh per unit for children with acquired hearing loss (5–18 years). (ii) Deendayal Disabled Rehabilitation Scheme (DDRS): Under this Scheme, grant-in-aid is given to Non-Governmental Organizations (NGOs) for running special schools/projects related to the rehabilitation of persons with disabilities, enabling them to reach and maintain their physical, sensory, intellectual, and social functional levels, efforts at skilling and inclusion into regular schools. (iii) Scholarship Schemes for Students with Disabilities: The Department provides scholarships for students with disabilities from Class IX to Ph.D under various categories including free Coaching for competitive examinations. Under these schemes, scholarship amounts are directly transferred to beneficiaries’ bank accounts. (iv) Scheme for Implementation of the Rights of Persons with Disabilities Act, 2016 (SIPDA): Major components under the umbrella SIPDA Scheme include: 1. Accessible India Campaign (AIC): To create a barrier-free and accessible environment.2. National Action Plan for Skill Development of Persons with Disabilities (NAP-SDP): For employment, and self-reliant. 3. Unique Disability Identification (UDID) Project: To create a national database. 4. Cross Disability Early Intervention Centres (CDEIC): To support early intervention, rehabilitation of children with special needs. 5. Awareness Generation and Publicity (AGP): For raising awareness and sensitizing stakeholders.
