SHRI TANGELLA UDAY SRINIVAS: DR. BYREDDY SHABARI: Will the Minister of Planning be pleased to state: (a) the details of the number of Atal Incubation Centres (AICs) and Atal Community Innovation Centres (ACICs) established under Atal Innovation Mission (AIM) since their inception, State/UT, district and year-wise; (b) the details of the total number of startups incubated at these centres including women-led and socially inclusive startups, State and year-wise; (c) the details of the funds sanctioned and disbursed to startups through AICs and ACICS including early-stage financial assistance, State and year- wise; (d) the measures taken to ensure outreach of AICs and ACICs to underserved and unserved regions particularly Rayalaseema area including Nandyal district in Andhra pradesh, State/UT and district-wise: (e) whether any impact assessment or evaluation has been conducted to assess the effectiveness of these centres in promoting innovation and entrepreneurship and if so, the details and the findings thereof; and (f) the details of the pending proposals and future plans for Page 1 of 13establishment of additional AICs and ACICs during the next five years? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS & PROGRAMME IMPLEMENTATION; MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH) (a) Atal Innovation Mission (AIM) has established 83 Atal Incubation Centres (AICs) and 20 Atal Community Innovation Centres (ACICs) across 28 states and union territories. Details of the 103 AICs and ACICs are appended at Annexure A. (b) Total number of startups incubated across 103 AICs and ACICs is 6782. Out of these incubated startups, more than 2000 startups are women-led and socially inclusive startups. Details of the total number of startups incubated at these centres, state and year-wise are appended at Annexure B. (c) AIM doesn’t provide financial support to the startups under AIC and ACIC program. Primarily, AIM grant is for the incubators to establish and operate the incubation support services. The records of financial assistance provided by AICs and ACICs to their incubated startups are maintained by individual centres. (d) AICs and ACICs are supporting the grassroots innovation ecosystem. There are 2 AICs and 1 ACIC in Andhra Pradesh. In the Rayalseema region, the AIC - SKU Confederation in the Anantapur district is working to support the grassroot innovators through various outreach programs and capacity building initiatives through local colleges and institutes, in their local language. (e) An independent assessment of AICs and Established Incubation Page 2 of 13Centres (EICs) supported under the AIM was conducted by the Quality Council of India (QCI) during July–August 2019. The assessment indicated that the incubators are generally progressing satisfactorily towards achieving their proposed objectives. The study includes emerging success stories, innovation outputs including patent applications, and recognition received by incubatees through various awards and accolades. (f) A total of 48 AICs and ACICs are pending to be established.
