SHRI NAYEEN JINDAL: will the Minister of socIAL JUSTICE AND EMPOWERMENT be pleased to state: (a) the details and number of senior citizens assisted or rehabilitated under various components of Atal Vayo Abhyuday Yojana (AVYAY) since Financial Year 2020-21' State and year-wise; (b) the details and number of senior citizen Homes, Day care centers, or continuous car€ Homes have been sanctioned or upgraded under AVYAY during the last five years since 2020, State and Year-wise; (c) the number of senior citizens enrolled under AVYAY's online portal and those who have availed services through the Senior care Aging Growth Engine (SAGE) initiative, State and year-wise; (d) the details and steps taken by the Govemment to implernent AVYAY across States and union Tenitories, and the details of its major sub-schemes or components; and (e) whether the Government is considering to expand the scope of AVYAY to include mental health services, telemedicine, and home-based care for the elderly, if so, the details thereofl AI\ISWER MIMSTER OF STATE FOR SOCIAL JUSTICE AND EMPOWERMENT (SHRTB.L.YERMA) (a)to(d):MinistryofSocialJusticeandEmpowermentisimplementinganumbrclla scheme,namelyAtalVayoAbhyudayYojana(AVYAY)fortheWelfareofSeniorCitizens across the county. The details of components of the scheme are as follows- i.IPsrcflntegratedProgrammeforSeniorCitizens)-UnderIPSC,grant-in-aidis provided to the organisations for maintenance of senior citizen homes (Sr.ClD' continuous care homes (ccH), mobite medicare units (MMU) and physiotherapy clinics. The objective of the scheme is to improve the quality of life of the Senior Cirizens,especiallyindigentseniorcitizensbyprovidingbasicamenitieslikeshelter' food,medicalcareandentertainmentopportmitiesandbyencouragingproductive and active ageing. The statewise number of beneficiaries assisted under IPSrC during last five years from FY 2020-21 is enclosed at Annexure-I. The details of old Age Homesprovidedfinancialassistanceduringthelastfiveyears,year-wiseandState- wise is at Annexure'Il.ii. SAPSTC (Stete Action Plan for Senior Citizens)- The Govemment of India perc€ives a major and critical role of all Stat€/ UT Govemments in welfare of senior citizens. Each StatdUT is expected to plan taking into account their local considerations and frame their own State Action Plans for the welfare of their senior citizens. Under SAPSC, the Ministry releases funds to StatesAJTs for implementation of their action plans. SAPSTC is being implemented since FY 2019-20. iii. RW (Rrshtriya Vayoshri Yojana)- The scheme aims for providing Physical Aids and Assisted Living Devices for Senior Citizens below poverty line and with the family income not exceed to Rs. 15,000/-per month. The scheme is being implemenkd since 2017. The statewise information of number of beneficiaries assisted under IPSC during last five years from FY 2020-21 is enclosed at Annexuro-Ill. iv. Elderline- The National Helpline for Sr Citizens (14567) is to genelate awareness about the Act, schemes & prognmmes being executed by different Central & State Govemments and to provide platform to redress grievances of Sr Citizens across the country. v. Training of Geriatric care Givers- The main objective is to bridge the gap in supply and increasing demand in the field of geriatic caregivers so as to provide more professional services to the senior citizens and also to qeate a cadre of professional care givers in the field of geriatics. vi. other Initiatives for senior citizens- ln order to solve the problems of healthy and productive ageing, several initiatives are being done across the country. The proposed initiatives are aimed'at involving the elders in building up knowledge which can be usefirl for the societY as a whole. vii. Seniorcare Ageing Growth Engine (SAGE)- The main objective is to promote out- of-the-box and innovative solutions for the commonly faced problems, innovative start- ups would be identified and encouraged for developing products, processes and services for the welfare of the elderly. Nine companies across Hyderabad, Bangalore, Delhi, and Jaipur - working in areas from geriatric care and dialysis to mobile diagrostics, senior travel, digital witls, exoskeletons, healthcare services, apparel, and brain health - were sanctioned under the SAGE initiative and have served roughly 10,000-15,000 seniors in the past two years (e): The Govemment is conscious of the growing need for stuctured home-based care for senior citizens and is taking steps to strengthen service delivery under Atal Vayo Abhyuday yojana (AVYAY). AVYAY already include components which aids in the mental well being ofthe Elderly. Every Senior Citizen Home being assisted under Integrated Program for Senior Citizens (IPSC) are required to mandatorily engage Social Worker/Counsellor and Yoga therapist. The Counsellor engages with the resident beneficiaries and provides counselling aiding in improving mental health.
