Will the Minister of FINANCE be pleased to state:
(a) the sectors which have been prioritized by the Government under the Atmanirbhar
Bharat Abhiyan launched after the COVID-19 pandemic;
(b) the total budget allocated, date of announcement and current status of
implementation for each of the above priority sectors;
(c) whether the Government has prioritized Micro, Small and Medium Enterprises
(MSME) in Health, Agriculture, Defence production and Digital Technology sectors
under Abhiyan;
(d) if so, the details of the respective schemes thereof;
(e) the State-wise distribution status and number of beneficiary of schemes/packages
announced under the Aatmanirbhar Bharat Package (2020-2025); and
(f) whether an independent assessment of the achievements of the Abhiyan has been
carried out and if so, the details thereof?

(a)&(b) The Government of India had announced Atmanirbhar Bharat Packages 1.0,
2.0, and 3.0 on 13th May, 2020 to 17th May, 2020, 12th October, 2020 and 12th
November, 2020 respectively for supporting economic recovery post-COVID-19 in
various sectors with the total allocation of Rs. 20 Lakh Crore. A Statement indicating
scheme-wise and sector-wise allocation under Atmanirbhar Bharat packages is at
Annexure I. All announcements have been implemented by the concerned Central
Ministries/ Departments except some announcements are under implementation and
one announcement has been dropped. The details of such announcements are
mentioned in Annexure II with their present status.(c) to (e) Government announced Rs.20,000 crore Credit Guarantee Scheme for
Subordinate Debt (CGSSD) with objective to provide personal loans through banks
to the promoters of stressed Micro, Small and Medium Enterprises (MSMEs) in all
sectors including Health, Agriculture, Defence production and Digital Technology
sectors. This Scheme was in operation till 31.03.2023. Additionally, as part of the
Atmanirbhar Bharat Abhiyan, Self Reliant India (SRI) Fund was announced as Fund
of Funds to infuse Rs. 50,000 crore as equity funding in those MSMEs which have
the potential and viability to grow and become large units. The State/UT-wise details
of MSMEs assisted under CGSSD and SRI Fund is attached at Annexure III
(f) Independent assessment of the achievements of the Atmanirbhar Bharat Abhiyan
has not been carried out.

equipment.
G. Announcements made on 12th November 2020
59. Aatma Nirbhar Bharat Rozgar Yojana- to incentivize job creation during COVID-19
recovery. If EPFO registered establishments take in new employees without EPFO
numbers or those who lost jobs earlier, the Yojana will benefit these employees.
60. Emergency Credit Line Guarantee Scheme for MSMEs, businesses, MUDRA borrowers
and individuals (loans for business purposes), extended till March 31, 2021. Credit
guarantee support scheme launched for Healthcare sector and 26 sectors stressed due to
COVID-19. Entities will get additional credit up to 20% of outstanding credit; repayment
can be done in five years (1 year moratorium + 4 years repayment).
61. Production Linked Incentive worth Rs. 1.46 Lakh Crore offered to 10 champion sectors.
62. Rs. 18,000 Crore Additional outlay for PM Awaas Yojana – Urban
63. Support for Construction & Infrastructure – Relaxation of Earnest Deposit Money &
Performance Security on Government Tenders

67. Boost for Rural Employment: Additional outlay of Rs. 10,000 Crore is being provided for

Yojana, this will help accelerate rural economy.
68. Boost for Project Exports Rs. 3,000 Crore boost to be given for project exports through
assistance given by India to developing countries under Indian Development and Economic
Assistance Scheme (IDEAS Scheme). This will help EXIM Bank facilitate these Line of
Credit development assistance activities and promote exports from India.
69. Capital and Industrial Stimulus Rs. 10,200 Crore additional budget stimulus will be
provided for capital and industrial expenditure on defence equipment, industrial
infrastructure and green energy.
70. R&D grant for COVID Vaccine; Rs. 900 Crore is being provided to Department of
Biotechnology for research activities related to COVID-19 vaccine development. This does
not include cost of vaccine or logistics for vaccine distribution (whatever is required for

The Occupational Safety, Health and Working
Conditions Code, 2020 - The draft OccupationalSafety, Health and Working Conditions (Central)
Rules, 2021 were placed in public domain for
seeking comments from stakeholders. Comments
have been received and examined. The rules
framed under the Occupational Safety, Health and
Working Conditions Code, 2020 will be notified
after the implementation of the Occupational
Safety, Health and Working Conditions Code,
2020 which will come into force on such date as
the Central Government may, by notification in
the Official Gazette appoint.
3 Ministry of Policy Reforms – At present no proposal is under consideration in
Mines Mineral Sector the Ministry for developing NMI for different
minerals. Ministry of Mines vide O.M. dated
17.11.2023 has constituted a committee to
suggest alternative mechanisms for computation
of Average Sale Price of iron ore in the country.
4 Ministry of Privatization of Transaction Advisers have been deployed for
Power Distribution in assisting UTs in the process of privatization.
UTs Regular monitoring and review of progress being
undertaken by Ministry of Power. At present, the
privatization of Electricity Distribution in
Chandigarh, and Dadar & Nagar Haveli and
Daman & Diu has been completed.
