Attacks by wild animals
3109. DR. V. SIVADASAN:
Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to
state:
(a) the number of persons killed or injured in attacks by wild animals (including elephants,
tigers, leopards and others) in each State and Union Territory, from 2019-20 to 2024-25,
year-wise and State-wise;
(b) the details of ex-gratia/compensation provided by Central and State Governments in
each of those years, State-wise; and
(c) the number of families/next-of-kin who received such compensation, year-wise and
State-wise?

(a) to (c) The management of wildlife including mitigation of human-animal conflicts is
primarily the responsibility of the concerned State Government/Union Territory
Administration. The State Government/UT Administration are the first
responders to any conflict situation and they maintain the details of the conflict
along with the species involved. As per the information available with the
Ministry, the details of loss of human life from 2019-20 to 2024-25 due to attack
by tigers and elephants are provided at Annexure-I and Annexure-II.
The Ministry provides financial assistance to State/Union Territory Governments
under the Centrally Sponsored Scheme ‘Integrated Development of Wildlife
Habitats' for the management of wildlife and its habitats in the country. It includes
compensation for depredation by wild animals including cattle lifting, crop
damage, loss of life and property. Further, the Ministry enhanced the amount of
ex-gratia relief in case of death or permanent incapacitation due to wild animal
attacks in December 2023 from Rs. 5 lakhs to 10 lakhs under these Schemes,:2:
subject to availability of funds, and the payment of which is also governed by
State specific guidelines/ provisions made in this regard.

The States/Union Territories make ex-gratia payments for loss of livestock, crops
and human life including injuries due to human-wildlife conflicts as per the
norms, which vary in States and UTs.
