Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) the current status of the establishment of super-speciality wing such as Cardiology and Neurology for the treatment of serious ailments at the Autonomous State Medical College (ASMC) established inLakhimpur-Kheri, Uttar Pradesh;
(b) whether the Government proposes to provide financial assistance to further strengthen the infrastructure of this medical college by including it under the Union Government's Pradhan Mantri Swasthya Suraksha Yojana (PMSSY),so that localpatientsdonot have tobe referred toLucknowor Delhi, if so, the detailsthereof;
(c) the details of the block-wise progress of schemes being implemented to reduce the Maternal Mortality Rate (MMR) andInfant Mortality Rate (IMR) in the Tharu dominated and remote areas of Lakhimpur-Kheri situated alongthe Indo-Nepal border; and
(d) the details of the funds of amountof assistance provided by the Union Government tothe district under the National Vector Borne Disease Control Programme for the prevention of diseases like encephalitis,dengue and malariawhich spread everyyearinthisTerai region? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SHRIPRATAPRAO JADHAV)
(a) & (b): Public Health and Hospital is a State Subject and the responsibility for strengthening of healthcare system including human resource adequacy and service availability in the public health facilitieslieswith respective State/UTGovernments.
As per the information provided by the State Government of Uttar Pradesh, autonomous State Medical College, Lakhimpur Kheri, has been established as per the norms and standards prescribed by the National Medical Commission (NMC) for imparting undergraduate medical education, with an annual intake capacity of 100 MBBS students. The college is presently equipped with the departments, infrastructure, and facilities mandated under NMC regulations for MBBS teaching.At present, Super-Specialty Departmentssuch asCardiology, Neurology, etc.have not been established in the college. Serious patients related to ailments such as cardiology and neurology, etc.
are being treated by the faculties of the Department of General Medicine, and the patients requiring super-specialist care are beingreferredtoKGMU Lucknow/SGPGI.
(c): Under the National Health Mission (NHM), Government of India implements various schemes to improve the maternal health services across all States and Union Territories, including Tharudominated and remote areas of Lakhimpur-Kheri situated along the Indo-Nepal border, including Janani Suraksha Yojana (JSY), Janani Shishu Suraksha Karyakram (JSSK), Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA), Surakshit Matritva Aashwasan (SUMAN) and Monthly Village Health,Sanitation andNutrition Day (VHSND).
Additionally, Postnatal Care aims to strengthen the quality of post-natal care by laying emphasis on detection of danger signs in mothers and incentivization of Accredited Social Health Activists (ASHAs) for prompt detection,referral & treatmentof such high-risk postpartum mothers.
Further, improvement of maternal healthservices is takenupby strengthening of infrastructure, including functionalization of First Referral Units (FRUs), setting up of Maternal and Child Health
(MCH) Wings,operationalization of Obstetric High DependencyUnits & Intensive Care Units (Obst.
HDU & ICU), establishment of Birth Waiting Homes (BWHs) in difficult terrain, remote and tribal areasforimprovedaccesstohealthcare facilitiesandpromotinginstitutional delivery.
The Ministry of Health and Family Welfare (MoHFW) supports in implementation of Reproductive, Newborn, Child, Adolescent Health and Nutrition (RMNCAH + N) strategy under National Health Mission (NHM). The details of interventions being implemented to improve child health outcome all across the country including State of Uttar Pradesh such as Facility Based Newborn Care, Kangaroo Mother Care (KMC),Samagra ShishuBal Swasthya Karyakram (SSBSK), Janani ShishuSuraksha Karyakram (JSSK)andRashtriya Bal Swasthya Karyakram (RBSK) 2.0.
(d): Under National Health Mission (NHM), funds are released to States/UTs under Flexible Pool on a lump sum basis to provide greater flexibility to States/UTs to utilize the funds as pertheir felt need andpriorities.
