Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) whether the Government hastaken cognizanceof the gapsin the availability of specialist medical
services, diagnostic facilities and emergency care in Budaun district of Uttar Pradesh, which
particularly affect the rural population dependent on District Hospitals and Community Health
Centres(CHCs);
(b) if so, the details thereof, along with the initiatives taken by the Government to strengthen
secondary andtertiaryhealthcareinstitutions, enhancediagnostic capabilities, expandemergencyand
trauma care services and ensure a time-boundtreatmentandreferral mechanism for patients; and
(c)if not,the reasons therefor?
ANSWER
THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE
(SHRIPRATAPRAOJADHAV)
(a) to (c): Public Health and Hospital is a State Subject, the primary responsibility for planning,
implementation, maintaining and to set up adequate number of healthcare facilities as per
requirement is of that State Government. Under National Health Mission (NHM), States/UTs
(including Uttar Pradesh) are provided the flexibility to propose initiatives in their Program
Implementation Plans (PIPs) depending on their needs and gaps in public health facilities and thus
strengthen the health system. These initiatives may include support for infrastructure, human
resources, diagnostics, equipments and medicines. Ministry of Health & Family Welfare (MoHFW)
reviews the proposals received from States/UTs and approves these proposals within the state's
allocatedresource envelope.
As per Health Dynamics of India (HDI) 2022-23, details of health facilities functioning in
the Rural / Urban areas of the country across all the States/ UTs with available resources, can be

State for providing quality and affordable healthcare services to the people. MoHFW had launched
the National FreeDiagnostic ServiceInitiative (FDSI)in2015 toachieveUniversal Health Coverage
(UHC) and reduce out of pocket expenditure on healthcare by ensuring availability of essential
diagnostics at the public health facilities, free of cost. These public health facilities are adequately
equipped with critical-care equipment and diagnostic infrastructure for service delivery as per the
Indian Public Health Standards (IPHS)-2022 norms. National Health Mission (NHM) provides
technical and financial assistance to States & UTs to strengthen for emergency transportation of
patientsfor acute andcritical illnesses includingtrauma through National Ambulance Service.
As perthe information providedby the State Government of Uttar Pradesh,District Hospital
and Government Medical College are functioning in Budaun district to provide specialized
healthcare services to the population. The Integrated Public Health Laboratory (IPHL) is also
established at district hospital Buduan, for contributing towards strengthening laboratory services
and enhancing diagnostic capabilities. In order to strengthen healthcare services, six Block Public
Health Units (BPHUs) are established in the district providing 45 diagnostive tests. Also for
strengthening secondary healthcare services and emergency obstetric care, five Community Health
Centres (CHCs) have been upgraded as First Referral Units (FRUs) which are equipped with
essential diagnostic facilities and are also capable of identifying and referring STEMI (ST-Elevation
Myocardial Infarction)cases.
Further, 24x7 emergency services are being provided through Community Health Centres
(CHCs), District Hospital and Government Medical College, Budaun district. Emergency patient
transportation services are being facilitated through ambulances, ensuring timely referral and
transportation of patients. In addition, trauma patients are managed and treated at the District
Hospital Specialists, thereby strengthening the emergency and trauma care response mechanism in
the district.
