GOVERNMENT OF INDIA MINISTRY OF CHEMICALS AND FERTILIZERS DEPARTMENT OF FERTILIZERS LOK SABHA UNSTARRED QUESTION NO. 5612 TO BE ANSWERED ON: 27.03.2026 Availability of Urea in Andhra Pradesh 5612: SHRI MADDILA GURUMOORTHY: Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) whether the Government has reviewed the instances of localized shortages, distribution gaps and availability issues of urea reported in Andhra Pradesh during the recent Rabi season; (b) if so, the corrective measures taken to ensure that such shortages do not recur during the upcoming Kharif season; (c) whether the Government ensure adequate urea availability in Andhra Pradesh for April-May, particularly in the district of Tirupati which has high urea consumption ahead of Kharif, through assessed demand and timely supply measures, if so, the details thereof; and (d) whether the Government has taken steps to improve affordability and awareness of alternatives such as nano urea and organic fertilizers, if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF CHEMICALS & FERTILIZERS (SMT. ANUPRIYA PATEL) (a) & (b) The mandate of D/o Fertilizers is to ensure adequate availability of fertilizers at State level. However, the distribution of fertilizers within the State at district level is done by the concerned State government. In this regard, the availability of fertilizers has remained adequate in the State of Andhra Pradesh during the ongoing Rabi 2025-26 season. The information regarding requirement, availability and sales of these fertilizers during the period 01.10.2025 to 22.03.2026 is as under:FERTILIZER POSITION IN ANDHRA PRADESH DURING RABI 2025-26 (TILL 22/03/26) FIG. Besides, the State has also informed that following corrective measures are taken for the upcoming Kharif season for ensuring adequate availability of fertilizers: (i) The distribution of approved quantities across districts shall be based on the average consumption recorded over the preceding three years duly taking into the present crop-wise requirement. (ii) It is planned to maintain 1.50 LMTs of all grades fertilizer buffer stocks during lean months of April to May in buffer godowns by APMARKFED for uninterrupted supplies to farmers through Cooperatives and RSKs during peak season particularly Urea and DAP. (iii) Through proposed iFMS integration with AP State farmer’s data base, farmers will be given fertilizers based on their land holding size (Pattadar Passbook / e-Crop data) & soil health cards recommendations only. (iv) A Letter has been issued to all the district Collectors to strictly monitor the Urea & DAP sales during lean crop season especially at private traders and instructions have been given to maintain buffer stocks at Wholesale godowns. (c) The availability of Urea has remained adequate in the State of Andhra Pradesh during the period April – May in 2026. During this period, 4.30 LMT of Urea was made available in the State against the requirement of 1.05 LMT and the sales were only 0.84 LMT. Further, as informed by the State, the availability of Urea remained adequate in Andhra Pradesh during the said period, including in Tirupati district. The current stock of Urea in the district as on 24.03.2026 is 6,599 MT.(d) In order to promote the use of Nano Fertilizers among farmers across the country, the following measures have been undertaken: i. Use of Nano Fertilizers is promoted through different activities such as awareness camps, webinars, field demonstrations, Kisan Sammelans and films in regional languages etc. ii. Nano Fertilizers are made available at Pradhan Mantri Kisan Samridhi Kendras (PMKSKs) by concerned companies. iii. Nano Fertilizers has been included under monthly supply plan issued by Department of Fertilizers regularly. iv. For ease in application and utilization of Nano fertilizers like Nano Urea through foliar application, initiatives such as innovative spraying options like 'Kisan Drones' and distribution of battery operated Sprayers at retail points are undertaken. For this purpose, pilot training and custom hiring spraying services through Village Level Entrepreneurs are actively promoted. v. Department of Fertilizers (DoF) in collaboration with fertiliser companies, has launched Maha Abhiyan to promote the adoption of Nano DAP across all 15 Agro-climatic zones of the country through consultations & field-level demonstrations. Under the guidance of Indian Council of Agriculture Research (ICAR) and the supervision of ICAR- Krishi Vigyan Kendras (KVKs), IFFCO had conducted 2,500 Nano DAP Farmer Field Trials during Kharif and Rabi 2024–25 and 2,938 Nano DAP Farmer Field Trials during Kharif and Rabi 2025-26 (till 23.03.2026) across 15 Agro-Climatic Zones (ACZs) of the country. vi. Additionally, DoF in collaboration with fertiliser companies, has initiated a nationwide campaign for field-level demonstrations and awareness programmes on Nano Urea Plus in 100 districts. IFFCO had conducted 448 Nano Urea Farmer Field Trials during Kharif and Rabi 2024–25 and 484 Nano Urea Farmer Field Trials during Kharif and Rabi 2025-26 (till 23.03.2026) across 15 Agro-Climatic Zones (ACZs) of the country under the guidance of Indian Council of Agriculture Research (ICAR) and the supervision of ICAR-Krishi Vigyan Kendras (KVKs). In addition to this, Kisan Sangoshthis are conducted by the fertilizer companies for extensive field interaction with farmers, local farmer cooperatives, panchayats etc. 24 Fertilizer Marketing Companies (FMCs) conducted 17,108 Camps/Kisan Sangoshthis across the Country during February 2025 to February 2026 . For promotion of FOM/LFOM/PROM under PM-PRANAM by the Fertilizer companies. This initiative focuses on critical areas such as balanced use of fertilizers, integrated nutrient management (INM), promotion of organic farming, and soil health improvement. Awareness activities for farmers include demonstrations on the application of FOM,LFOM, PROM, Potash Derived from Molasses (PDM). These camps also feature technical sessions on appropriate fertilizer dosages, crop-specific application techniques, and the benefits of organic inputs. The program aims to enhance farmers understanding of INM, encourage adoption of balanced nutrient practices, and strengthen outreach and credibility through demonstration plots and interactive farmer engagement. The Government is regularly coordinating with State and Union Territory Governments to support and promote their efforts under this scheme. Further, The Government has approved Market Development Assistance (MDA) Scheme (FY 2023-24 to 2025-26) under which assistance @ Rs. 1500/MT is being provided to CBG plants/Fertilizer Marketing Companies for promotion of soil carbon enhancers, viz., Fermented Organic Manure (FOM)/Liquid Fermented Organic Manure (LFOM) and organic fertilizer, viz., Phosphate Rich Organic Manure (PROM) produced at plants under GOBARdhan initiative." Following measures are taken up for promotion of FOM/LFOM/PROM: i. 125 KVKs collaborating with nearby CBG plants to ensure farmers’ access to information about FOM/LFOM and to facilitate the availability of FOM for awareness and demonstration activities. ii. D/o Fertilizers entrusted HURL and RCF to attach Agriculture Extension Officers with CBG/BG Plants to facilitate them with promotion of FOM/LFOM/PROM and to resolve issues. iii. Conduct farmer trainings, demonstrations, and awareness programs on the benefits and application methods of organic fertilizers. iv. Ensure availability and supply of organic & waste-derived fertilizers through marketing channels and dealer networks. v. Facilitate capacity building by providing technical guidance to farmers for adopting sustainable nutrient practices. vi. 25 Fertilizer Marketing Companies (FMCs) conducted 17,108 Kisan Sangoshthi across the Country during February 2025 to February, 2025 Above initiatives of the Government are expected to address the imbalanced use of chemical fertilizers thereby reducing chemical fertilizer use. Besides, Organic farming is being promoted through Paramparagat Krishi Vikas Yojana (PKVY) in all the States/UTs except North Eastern States and Mission Organic Value Chain Development for North Eastern Region (MOVCDNER) for the North Eastern States since 2015-16. Both schemes stress on end-to-end support to farmers engaged in organic farming i.e. from production to processing, certification and marketing. Primary focus of the schemes is to form organic clusters, with preference to small and marginal farmers,to create a supply chain. Both the schemes are implemented through States /UT Governments. Under PKVY, assistance of Rs. 31,500 per ha is provided over 3 years for promotion of organic farming. Out of this, assistance of Rs. 15,000 per ha is provided to farmers through Direct Benefit Transfer for on- farm /off –farm organic inputs including organic compost. Financial assistance of Rs. 4,500/ha is provided over 3 years for marketing, packaging, branding, value addition etc. Rs. 3,000/ha for 3 years is provided for certification. Assistance is also provided @Rs. 9,000/ha in 3 years for training, awareness & capacity building. Achievements of PKVY Scheme since its inception (as on 31.12.2025):  18.84 lakh hectares area has been covered.  33.94 lakh farmers benefited from the scheme.  Since 2015-16, a total of ₹2548.99 crore (central share) has been released under PKVY Scheme (as of 31.12.2025). Achievement of PKVY in Andhra Pradesh (as on 31.12.2025):  524769 hectares of land have been converted to organic farming.  1129931 farmers have benefitted under the scheme.  Since 2015–16, a total of ₹ 38437.49 lakhs (Central share) has been released to Andhra Pradesh under the PKVY scheme (as on 31.12.2025).  During 2025–26, an allocation of ₹2946 lakhs was made to Andhra Pradesh under the PKVY scheme, out of which ₹2946 lakhs (Central share) has been released (as on 31.12.2025). Furthermore, State has informed that the Government of Andhra Pradesh is promoting Nano-fertilizers by duly conducting field demos, trainings, and promotion of drone spraying to increase nutrient use efficiency and decrease reliance on chemical fertilizers. Besides, they are also promoting Organic fertilizers like Liquid Fermented Organic manure (LFOM), Fermented Organic manure (FOM) and Phosphate Rich Organic manure (PROM).
