(a) the total number of AYUSH colleges along with Undergraduate and Postgraduate level colleges
opened to promote traditional Indian systems of medicines in Ayurveda, Yoga and Naturopathy, Unani,
Siddha and Homoeopathy (AYUSH) since independence and their current status in the country,
State/UT-wise, Stream-wise;
(b) whether the Government established any national level apex AYUSH hospital or research
institute for traditional medicine on the lines of All India Institute of Medical Sciences (AIIMS) and if
so, the details thereof;
(c) whether any such proposal is currently under consideration of the Government and if so, the
details thereof;
(d) whether the Government is implementing any special schemes or programmes to meet the shortage
of qualified doctors, researchers and specialists in the AYUSH sector and to promote high level research
and innovation in AYUSH system; and
(e) if so, the details thereof?

(a) The Indian Medicine Central Council (IMCC) Act, 1970 established the Central Council of Indian
Medicine (CCIM) to regulate education and practices in Ayurveda, Siddha, Unani systems. Similarly,
the Homoeopathy Central Council Act, 1973, formed the Central Council of Homoeopathy (CCH) to
regulate education and practice of Homoeopathy. The Sowa Rigpa System of Medicine is included in
the Central Council of Indian Medicine from the year 2012 as per Gazette Notification No. 2345 dated
16.12.2011. In 2020, the Central Government enacted the National Commission for Indian System of
Medicine (NCISM) Act, 2020 for Indian System of Medicine, and repealed the Indian Medicine Central
Council (IMCC) Act, 1970, similarly, the National Commission for Homoeopathy (NCH) Act, 2020
was enacted for Homoeopathy, and repealed the Central Council of Homoeopathy (CCH) Act, 1973.
Consequently, the National Commission for Indian System of Medicine (NCISM) and the National
Commission for Homoeopathy (NCH) were constituted under the respective Act. The detail ofState/UT-wise, Stream-wise status as per the academic year 2025-26 of Ayurveda, Unani, Siddha and
Homoeopathy Colleges across the country is annexed as annexure-I.
(b) & (c) The Central Government has established the All India Institute of Ayurveda (AIIA) an
autonomous organisation under Ministry of Ayush as an Apex Institute for Ayurveda. The institute offer
postgraduate and doctoral courses in various disciplines of Ayurveda and focus on fundamental research
of Ayurveda, drug development, standardization, quality control, safety evaluation and scientific
validation of Ayurvedic medicine. Institute has a 200-bed referral hospital for facilitating clinical
research. The Institute has 12 Specialty departments and 45 speciality Out Patient Departments with 9
inter-disciplinary research laboratories. The AIIA, Goa a Satellite Institute has also established with its
sprawling 50-acre campus, is modelled along the same lines alike AIIA, Delhi to offer preventive,
diagnostic and tertiary healthcare facilities.
The Institute of Teaching and Research in Ayurveda (ITRA), Jamnagar, Gujarat is India's first 'Institute
of National Importance' in Ayush stream established through the 'Institute of Teaching and Research in
Ayurveda Act, 2020. Ministry of Ayush has also established National Institutes of Ayurveda, Siddha,
Unani, Homoeopathy, Yoga & Naturopathy and Sowa-Rigpa system of medicine across the country.
Detail of the National Institutes are annexed as annexure-II.
Further, Central Council for Research in Ayurvedic Sciences (CCRAS), Central Council for Research in
Unani Medicine (CCRUM), Central Council for Research in Homoeopathy (CCRH), Central Council
for Research in Yoga & Naturopathy (CCRYN) and Central Council for Research in Siddha (CCRS) are
autonomous organizations under Ministry of Ayush for research in Ayurveda, Unani, Homoeopathy,
Yoga & Naturopathy and Siddha system of Medicine respectively. CCRAS, CCRUM, CCRH, CCRYN
and CCRS are working towards the scientific validation in the concerned system of medicines through
clinical research, drug research, medicinal plants research, fundamental research, literary research and
documentation, wherever applicable. Detail of the Research Councils are annexed as annexure-II.
Currently, Ministry of Ayush has no proposal under consideration to establish national level apex
AYUSH hospital or research institute.
(d) & (e) The Ministry of Ayush is implementing a Central Sector Scheme namely AYURGYAN since
2021-22 with the aim to support Research & Innovation in Ayush by providing Extra Mural Research
activities and Education by providing academic activities, training, Capacity Building etc. The Scheme
has 03 components viz. (i) Capacity Building & Continuing Medical Education (CME) in Ayush (ii)
Research & Innovation in AYUSH from FY 2021-22 and (iii) Ayurveda Biology Integrated Health
Research has also added under the scheme from FY 2023-24. This scheme addresses the diverse needs
of Ayush practitioners, educators, researchers, and entrepreneurs, developing a comprehensive approach
to elevate the Ayush system through education, research, and innovation.
