AYUSH MEDICINES IN BIHAR

Will the Minister of AYUSH be pleased to state:
(a) whether the Government is taking any special measures to promote AYUSH medicine,
research, education and the cultivation of medicinal plants and to expand AYUSH-based health
and wellness services in Bihar; and
(b) if so, the details thereof, district-wise, particularly in Darbhanga District?

(a) & (b) Ministry of Ayush is implementing the Centrally Sponsored Scheme of National Ayush
Mission (NAM) through State/UT Governments including Bihar and providing financial
assistance to them for promotion and expansion of Ayush systems of the medicine in the country
against their proposals received through State Annual Action Plans (SAAPs) as per the
provisions of NAM guidelines. The Mission inter-alia makes provision for the following
activities: -
(i) Ayush Health & Wellness Centres now renamed as Ayushman Arogya Mandir (Ayush)
[AAM (Ayush)].
(ii) Co-location of Ayush facilities at Primary Health Centres (PHCs), Community Health
Centres (CHCs) and District Hospitals (DHs).
(iii) Upgradation of existing standalone Government Ayush Hospitals.
(iv) Upgradation of existing Government/Panchayat/Government aided Ayush
Dispensaries/Construction of building for existing Ayush Dispensary (Rented/ dilapidated
accommodation)/Construction of building to establish new Ayush Dispensary in the area where
there are no Ayush facilities available.(v) Setting up of upto 10/30/50 bedded Integrated Ayush Hospitals.
(vi) Supply of essential drugs to Government Ayush Hospitals, Government Dispensaries and
Government/Government aided Teaching Institutional Ayush Hospitals.
(vii) Ayush Public Health Programmes.
(viii) Establishment of new Ayush colleges in the States where availability of Ayush teaching
institutions is inadequate in Government Sector.
(ix) Infrastructural development of Ayush Under-Graduate Institutions and Ayush Post-Graduate
Institutions/ add on PG/ Pharmacy /Para-Medical Course.
Under NAM, as per the proposal received from State Government of Bihar, through SAAPs,
Ministry of Ayush has released an amount of Rs 8414.14 lakhs as central share to the State of
Bihar from year 2014-15 to 2025-26 for implementation of different activities as approved in
SAAPs. Ministry of Ayush has approved operationalisation of 294 AAM (Ayush) to the State of
Bihar including 35 AAM (Ayush) in Dharbhanga. District-wise details of AAM (Ayush) in
Bihar is furnished at Annexure.
Ministry of Ayush has set up Central Council for Research in Ayurvedic Sciences
(CCRAS), Central Council for Research in Homoeopathy (CCRH), autonomous organizations
for undertaking, coordinating, formulating, developing and promoting research on scientific lines
in Ayurvedic and Homoeopathic systems. Under CCRAS, to promote AYUSH in Bihar's
mainstream healthcare system, one Institute, namely the Regional Ayurveda Research Institute,
Patna, a peripheral institute, provides clinical care and conducts Information, Education and
Communication (IEC) activities to promote Ayurveda. Under CCRH, one peripheral centre
Clinical Verification unit (Homoeopathy), Guru Govind Singh Hospital, Patna City is located in
the state of Bihar.
Further, National Medicinal Plants Board (NMPB), Ministry of Ayush, Government of
India, is implementing the Central Sector Scheme "Conservation, Development and Sustainable
Management of Medicinal Plants" across the country, including Bihar. The scheme is aimed to
providing project based support for the different activities. The forward and backword linkage in
supply chain of Medicinal plants (Integral component) is one of the component of CSS scheme
wherein following activities are being supported”1. Infrastructure for Quality Planting Material to raise the planting material of medicine plants
for cultivation.
2. Information Education Communication (IEC) activities to aware the farmers.
3. Infrastructure for Post-harvest Management and Marketing to increase the marketability of the
medicinal plants, adding values to the produce, increase profitability and reducing losses.
4. Quality Testing and Certification of raw materials.
