BACKLOG OF UNLIFTED CUSTOM MILLED RICE

Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased
to state:
(a) whether the Government is aware of the backlog of unlifted Custom Milled Rice (CN/Ilt) in
Bargarh and other districts of Odisha causing storage constraints and disruption in paddy
procurement;
(b) if so, the quantity of pending CMR with rice millers in Odisha during the last three procurement
seasons, district-wise;
(c) whether custody, maintenance and transportation charges payable to rice millers are pending
and if so, the details of the amount pending and reasons therefor;
(d) whether the delay in CMIR evacuation and pending payments has affected paddy procurement
and caused hardship to farmers in Bargarh and other districts; and
(e) if so, the steps taken by the Government to ensure timely evacuation of CIVIR, release of
pending dues and uninterrupted procurement of paddy in Odisha?

(a) & (b): The evacuation of Custom Milled Rice (CIVIFt) is a continuous process undertaken by the
Food Corporation of India (FCI) and the state agencies based on demand from deficit regions,
storage space availability, rake positioning, movement plans and allocation to state. Temporary
accumulation of CMR at mill premises may occur due to above said constraints; however,
necessary measures are taken to ensure evacuation of CMR.
The district-wise details of pending CMIR with the rice millers in Odisha during the last three
procurement seasons are annexed.(c): Department of Food and Public Distribution (DFPD) reimburses the expenditure incurred
by States that have opted for Decentralized Procurement (DCP) mode including Govt. of Odisha,
for distribution of foodgrains to the beneficiaries under National Food Security Act, 2013 as per
allocation made by Government of India. Further, funds are also released by FCI to the States for
the quantum offoodgrains handed over to them by States for Central Pool. The difference between
Economic Cost and Central Issue Price (CIP), at which foodgrains are issued to States, is
reimbursed to FCI and DCP States as food subsidy.
The Economic Cost covers procurement and distribution incidentals such as MSP, packaging
material, custody maintenance, transportation, handling, storage, interest, milling, driage,
administrative charges etc.
The release of food subsidy is an ongoing and continuous process. The subsidy claims are
processed as per opening and closing balance of stocks, procurement, allocation, distribution of
food grains, FCI's reconciliation, Utilization Certificates etc. The food subsidy released to DCP
States & PCI is made as per budgetary allocation made by Ministry of Finance (MoF). The detail of
food subsidy released to Government of Odisha during last three financial year and the current
financial year (as on 29.07.2026) under DCP mode, is as below:

(d) & (c): The payment of Minimum Support Price (MSP) to farmers is made directly to farmer’s
bank account within 24 to 48 hours of purchase of paddy. The State Government has taken all
measures to ensure timely payment of MSP to the farmers who have sold Fair Average Quality
(FAQ) paddy. Payment of paddy procurement is not linked to CMR evacuation.
A Oversight Committee, under the chairmanship of Chairman & Managing Director, F(.-l9 js
monitoring movement from all major procuring States to ensure adequate storage space! timely
liquidation of stocks.
