Shri G Lakshminarayana: Will the Minister of FINANCE be pleased to state: (a) the amount of grants sanctioned, released by the Central Government and utilised by the Government of Andhra Pradesh for the backward regions of Rayalaseema, Prakasam and North Coastal Andhra, as announced in the Union Budget 2024-25, year-wise; (b) the number and details of projects approved under the said grants, district-wise, indicating the sector, approved project cost and the implementing agency; (c) the physical and financial progress of each approved project, including the present stage of implementation and the expected date of completion; and (d) whether the Government has established any monitoring and evaluation mechanism to assess the implementation and outcomes of the grants, if so, the details thereof, including the progress achieved in improving regional development indicators in the beneficiary districts? (d): Grants released as Special Assistance are recommended by NITI Aayog. While recommending release of Rs 350 crores as Special Assistance in 2024-25, NITI Aayog, vide OM dated 01.11.2024 stated that of the Special Assistance of Rs 1750 crores released so far for development of seven backward districts in Andhra Pradesh under Andhra Pradesh Reorganization Act 2014, Andhra Pradesh has submitted Utilization Certificate (UC) for Rs 1743.53 crores, leaving a balance of Rs 6.47 crores for which UCs are pending. NITI Aayog further stated that such Special Assistance was mainly used for school infrastructure development including co-locating of Anganwadi centres, construction of additional classrooms, construction of compound walls, providing electrification and drinking water supply.
