SUPRIYA SULE: SHRI MOHITE PATIL DHAIRYASHEEL RAJSINH: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) whether the Government has recently undertaken large-scale programmes in some States under Pradhan Mantri Awas Yojana - Urban (PMAY-U) 2.0 for sanction of houses and Grih Pravesh of beneficiaries and if so, the details thereof; (b) the number of beneficiaries in Maharashtra who have been sanctioned houses under Pradhan Mantri Awas Yojana - Urban (PMAY-U) 2.0 and the amount of Central assistance released to the State during each of the last three years; (c) the details of completed houses and beneficiaries who have undertaken Grih Pravesh in Maharashtra under Pradhan Mantri Awas Yojana - Urban (PMAY-U) 2.0, district-wise; (d) whether the Government proposes to organise similar large-scale beneficiary outreach and housing distribution programmes in Maharashtra and if so, the details thereof; and (e) the measures taken to expedite approvals, release of funds and completion of affordable housing projects in Maharashtra to achieve the objective of "Housing for All" within the stipulated timeframe? …2/--2- ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (e): ‘Land’ and ‘Colonization’ are State subjects. Therefore, all schemes related to housing for their citizens are implemented by States/Union Territories (UTs) in their respective areas. However, Ministry of Housing and Urban Affairs (MoHUA) supplements the efforts of States/UTs by providing Central Assistance under Pradhan Mantri Awas Yojana – Urban (PMAY-U) since June 25, 2015 to provide pucca houses to all eligible urban beneficiaries across the country. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to support 1 crore additional eligible beneficiaries. PMAY-U 2.0 is implemented through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). PMAY-U and PMAY-U 2.0 adopt a demand driven approach wherein States/Union Territories (UTs) assess the requirement through their Urban Local Bodies (ULBs)/Implementing Agencies in their respective jurisdictions. Eligible citizens are also allowed to apply through Unified Web Portal of PMAY-U 2.0 with all details on the portal. States/UTs/ULBs validate the beneficiaries as per the eligibility criteria of the scheme guidelines and selection/scrutiny of beneficiary lists are done by the States/UTs. The Scheme Guidelines and Unified Web Portal for submitting the online applications can be accessed through https://pmay-urban.gov.in. Based on the demand survey and selection of beneficiaries, the project proposals are prepared and approved by the State Level Sanctioning and Monitoring Committee (SLSMC) headed by the Chief Secretary of States/UTs for further consideration of release of Central Assistance by the Central Sanctioning and Monitoring Committee (CSMC). …3/--3- Central assistance under PMAY-U & PMAY-U 2.0 is released to States/UTs in three installments of 40%, 40% and 20%. The release of Central assistance is incumbent upon fulfillment of mandatory compliances by the concerned States/UTs as per operational guidelines and other instructions issued by Ministry of Finance. Due installment of Central assistance is released as soon as requisite compliances are achieved in sanctioned projects, to concerned State Government for transferring it along with matching state share to the identified beneficiaries for construction of houses under the scheme. Based on the project proposal submitted by State of Maharashtra, a total of 13.84 lakh houses including 1.98 lakh under PMAY-U 2.0 have been sanctioned by the Ministry, so far. Out of which 12.16 lakh houses have been grounded and 10.74 lakh are completed/delivered to the beneficiaries. The total houses sanctioned under PMAY-U and PMAY-U 2.0 and the amount of Central assistance released to the State during each of the last three years is at Annexure-I. The district wise details of the houses sanctioned, grounded and completed/delivered to the beneficiaries under PMAY-U and PMAY-U 2.0 in Maharashtra is at Annexure-II. The Ministry conducts regular review with the States/UTs on progress of the scheme including timely submission of compliances by States/UTs for subsequent release of Central Assistance and its utilization and expedite completion of sanctioned houses within the stipulated timeline. PMAY-U 2.0 supports States/UTs for formulation and implementation of ‘Affordable Housing Policies’ to incentivize private sector participation through appropriate regulatory, fiscal and institutional measures to make the housing stock affordable in urban areas. The Scheme Guidelines can be accessed at https://pmay urban.gov.in. Ministry of Housing and Urban Affairs (MoHUA) advises all States/UTs including Maharashtra to conduct various outreach programmes/ campaigns for creating awareness. States/UTs are encouraged to organize awas mela, regional sanction-letter distribution camps and mass Grih Pravesh ceremonies, etc. to publicly celebrate the completion of homes while encouraging local community participation.
