DIMPLE YADAV: SHRI VAMSI KRISHNA GADDAM: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the number of beneficiaries enrolled/receiving benefits under the PM Matru Vandana Yojana (PMMVY), State-wise and district-wise including Mainpuri in Uttar Pradesh and Peddapalli district of Telangana; (b) the details of the time taken for disbursement of benefits after registration along with the number of cases where payments have remained pending beyond three months; (c) the details of the funds sanctioned, released/disbursed under PMMVY during the last five years, State-wise and district-wise for said States; (d) whether any gaps have been identified in beneficiary registration, Aadhaar seeding, bank account linkage/Direct Benefit Transfer (DBT) payments in the said States, if so, the details thereof along with the corrective steps taken in this regard; (e) the status of PMMVY 2.0 implementation in said State, including details of benefits extended for the second child, district-wise; and (f) the details of the steps the Government proposes to expand PMMVY coverage in the said districts to ensure timely DBT payments and reduce delay caused by documentation/verification issues? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) to (f) The State/UT-wise number of beneficiaries enrolled/ receiving benefits under PMMVY since inception till 08.12.2025 is placed at Annexure-I. From 01.04.2023, the implementation of PMMVY was shifted from the old software (PMMVY- CAS) to the new system (PMMVYSoftMIS). The district-wise data is available from 01.04.2023 onwards. The district-wise number of beneficiaries enrolled/ receiving benefits and benefits extended for the second child in the State of Uttar Pradesh from 01.04.2023 till 08.12.2025 is placed at Annexure-II. The State Government of Telangana is not implementing the PMMVY scheme in their State.The State-wise details of funds released under PMMVY during last five years under PMMVY is placed at Annexure-III. Under the scheme, funds are released by the Ministry to the State Governments and UT Administrations and are not directly released to the districts. Normally, the benefit is deposited directly in the bank/ post office account of eligible beneficiaries within 30 days from the date of successful registration in the PMMVY portal. A number of improvements have been made in the implementation of the PMMVY to increase the transparency and efficiency of benefit distribution and to ensure timely DBT payments and reduce delay caused by documentation/ verification issues. Some of these improvements are mentioned below: • PMMVY portal is completely Paperless. • Forms have been simplified and are concise. • Mobile-App based right from Anganwadi worker level and provides the Services at the beneficiaries’ door step. • Payments are through Adhaar Bridge Payment System [ABPS]. • PMMVY portal is enabled for Aadhar-based biometric verification (by means of facial recognition) to confirm identity details of the applicants. • All the mandatory provisions like Aadhaar verification, DBT enablement of bank account etc. are checked at the time of registration for faster processing. • Search and Track Status for all enrolled beneficiaries to check the approval and payment status of their applications. • Grievance Lodging and status module for all citizens to lodge any PMMVY related grievance. The Module directly sends the grievance to the implementing authorities thus saving time and leads to swifter resolution. • PMMVY toll-free and multi lingual helpline (1515) is available for PMMVY related enquiries and grievances • For transparency purposes, the Applicants/ beneficiaries receive SMS in one of the 12 languages at different stages such as registration of application, rejection of registration, payment etc. • PMMVY Portal is LGD complaint till AWC level.
