SHRI IMRAN MASOOD: SHRI RAMVIR SINGH BIDHURI: SHRI ASHISH DUBEY: SHRI RAHUL SINGH LODHI: Will the Minister of Women and Child Development be pleased to state: (a) the number of applications received, approved, rejected/pending under the Pradhan Mantri Matru Vandana Yojana (PMMVY) since 2019, State/UT-wise and year-wise; (b) the number of applications rejected/benefits withheld due to Aadhaar authentication failures, bank account linkage issues, mobile number verification issues and other technical reasons, since 2019, State/UT-wise and year-wise; (c) the number of payment failures recorded due to technical reasons under PMMVY during the said period, State/UT-wise and year-wise; (d) whether the Government has conducted any assessment regarding exclusion of eligible beneficiaries from PMMVY due to technical reasons, if so, the details thereof; (e) the details of the steps being taken by the Government to ensure that eligible beneficiaries are not denied PMMVY benefits due to technical/digital failures; and (f) whether the funds allocated to States remained unutilized due to administrative/verification hurdles, if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) to (f): The implementation of Pradhan Mantri Matru Vandana Yojana (PMMVY) was shifted from the old software (PMMVY-CAS) to the new system (PMMVYSoft) w.e.f.01.04.2023. The details of the number of applications received, approved and rejected from 01.04.2023 till 05.08.2026 are placed at Annexure I. The number of beneficiaries who have been entered in the PMMVY Portal but have not received maternity benefits under the scheme due to non-mapping of Aadhaar number with NPCI or due to non-authentication of Aadhaar are placed at Annexure II. Applications under PMMVY may be rejected for any of the following reasons: • Not eligible for availing benefits under the scheme guidelines • Uploaded Documents (MCH/ RCH Card or Eligibility Document) are not correct • Already availed full benefit under PMMVY In recent times, the Government of India has undertaken several measures to minimize payment failures, to prevent exclusion of eligible beneficiaries and to ensure that eligible beneficiaries are not denied benefits under PMMVY due to technical reasons or digital failures. Some of these are as under: i. New portal for PMMVY, which is completely paperless, was launched in March 2023. As per earlier Guideline, physical forms were required to be filled and uploaded in the earlier PMMVY-CAS portal for onward process. In new system, physical application forms have been eliminated and complete online solution has been given. ii. Payments are through Aadhaar Bridge Payment System [ABPS] as PMMVY portal is enabled for Aadhaar-based biometric verification (by means of facial recognition) to confirm identity details of the applicants. iii. All the mandatory provisions like Aadhaar verification, DBT enablement of bank account etc. are checked at the time of registration for faster processing. iv. Search and Track Status for all enrolled beneficiaries to check the approval and payment status of their applications. v. Grievance Lodging and status module for all citizens to lodge any PMMVY related grievance. The Module directly sends the grievance to the implementing authorities thus saving time and leads to swifter resolution. vi. PMMVY toll-free and multi lingual helpline (1515) is available for PMMVY related enquiries and grievances. For transparency purposes, the Applicants/ beneficiaries receive SMS in one of the 12 languages at different stages such as registration of application, rejection of registration, payment etc. vii. PMMVY Portal is LGD compliant till AWC level. LGD Seeding is introduced up to State/ District/ Block/ Village/GP/Ward level. viii. Open API allows the freedom to share data with other Central and State Ministry/Department. ix. MIS Data can be generated at State/ District/ Block/ Village/ Ward/ Project/ Sector/ Anganwadi level for detailed monitoring/ analysis. x. PMMVY will be used by Anganwadi/ ASHA workers for data centric operations and viewing reports. xi. Available database of the PW&LM from Poshan Tracker is used to create a “Due List” of potential beneficiaries on PMMVY Portal accessible at AWW/ASHA level.Further, in order to increase the coverage of the scheme, the Ministry runs special campaign for registration of eligible beneficiaries in all the States and UTs under PMMVY on a periodic basis. At field functionary level, various Information, Education and Communication (IEC) and Behaviour Change Communication (BCC) activities such as Prabhat Pheri, Nukkad Natak, Newspaper Advertisements, Airing Radio Jingles, Selfie Campaign, Door to Door Campaign, Community Programmes are conducted. Funds are released to the States and UTs on the basis of guidelines of Department of Expenditure, prescribed for Single Nodal agency (SNA) or SNA SPARSH of the Public Financial Management System (PFMS). Furthermore, in compliance of the guidelines of Ministry of Finance, PMMVY scheme has now been onboarded on SNA-SPARSH mechanism, under which funds are released in “Just-in-Time” framework. There exists a well- structured mechanism for effective implementation of the Scheme and its monitoring that includes utilization of funds. Further, Ministry has also created a dedicated portal for submission of Utilization Certificate (UCs) and Statement of Expenditure (SOE), so as to ensure that all the UCs and SOEs are available at a single place for effective monitoring of funds utilization. Additionally, the Ministry also monitors the implementation of schemes including utilization of funds through meetings/ VCs with the States /UTs. Regular monitoring of the pendency clearances is being done through Video Conferences, wherein pendency clearance at different stages of application process is monitored.
