**Summary:**
This document summarizes the Indian government's response to a parliamentary question regarding the Production Linked Incentive (PLI) Scheme's impact in Maharashtra, specifically in Bhiwandi. The Ministry of Heavy Industries clarified that while the PLI Scheme for the Automobile and Auto Component Industry (PLI-Auto) and the PLI Scheme for Advanced Chemistry Cell (ACC) Battery Storage are applicable nationwide, including Bhiwandi, no unit in Bhiwandi has yet received benefits under these schemes.
The selection criteria for beneficiaries under the PLI-ACC scheme involve a global tender process, evaluated using a Quality and Cost Based Selection (QCBS) mechanism, ranking bidders based on combined technical and financial scores. The PLI-Auto scheme has distinct eligibility criteria for existing automotive companies and new non-automotive investors. Existing automotive companies or their groups must demonstrate either a global revenue of at least ₹10,000 crore for Auto OEMs or ₹500 crore for Auto Component manufacturers, along with global investments in fixed assets (gross block) of ₹3,000 crore or ₹150 crore, respectively. These figures are based on audited financial statements for the year ending March 31, 2021. New non-automotive investors must possess a global net worth of ₹1,000 crore (based on audited financials ending March 31, 2021) and commit to investments in India over five years as per scheme guidelines.
As of March 31, 2025, the PLI schemes have generated 17,533 jobs in the state of Maharashtra. The Ministry of Heavy Industries administers these PLI schemes.
