HEMANG JOSHI: SHRI DAMODAR AGRAWAL: SHRI CHAVDA VINOD LAKHAMSHI: SHRI BIBHU PRASAD TARAI: SHRI P P CHAUDHARY: SHRI ANIL FIROJIYA: SHRI MUKESH RAJPUT: SHRI RAJKUMAR CHAHAR: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) whether the Government has undertaken a comprehensive review of the Beti Bachao Beti Padhao (BBBP) Scheme on completion of eleven years, if so, the details thereof, State/UT- wise/ district-wise; (b) the details of the improvements recorded in key indicators including, the Sex Ratio at Birth (SRB), enrolment, retention and educational outcomes of girl children, since its inception in the country, State/UT-wise and district-wise; (c) whether the Government has strengthened the lifecycle approach under the said Scheme by integrating health, nutrition, education, birth, early childhood care, skill development and empowerment initiatives for girls, if so, the details thereof, State/UT-wise and district- wise; (d) whether any districts have been identified for focused interventions under the said Scheme, if so, the details thereof, State/UT-wise and district-wise; and (e) whether the Government proposes to enhance financial support, awareness campaigns and institutional convergence to further improve the status of the girl child, if so, the details of the funds allocated, awareness programmes conducted/outcomes achieved thereof?ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) to (e) Beti Bachao Beti Padhao helps to address Child Sex Ratio (CSR) and related issues of empowerment of girls and women. The scheme, launched on 22nd January 2015, as a collaborative effort between the M/o Women & Child Development, M/o Education, and M/o Health and Family Welfare, aims to prevent gender-biased sex selection, ensure the survival and protection of girl children, and promote their education. The implementation of the scheme lies with the State Government and UT Administration. The scheme tries to create mindset and behavioural changes towards the girl child by informing, influencing, motivating, engaging, and empowering various stakeholders. In the 15th Finance Commission Period, BBBP as a component under the SAMBAL vertical of Mission Shakti, has been expanded to cover all the districts of the country through multi-sectoral interventions encouraging greater spend on activities that have on ground impact. BBBP has transformed from a policy initiative into a national movement by mobilizing various stakeholders, including government agencies, media, civil society, and the public at large. BBBP primarily focuses on creating behavioural and social change in the way the girl child is perceived across the country. Beti Bachao Beti Padhao is Centrally Sponsored Scheme and the Central Government provides 100% financial assistance to States and UTs. The overall implementation of scheme lies with the State Governments and UT Administrations. As per latest reports of Health Management Information System (HMIS) of Ministry of Health & Family welfare (MoHFW), the Sex Ratio at Birth (SRB) is showing improving trends and has increased from 918 to 929 at national level during 2014-15 to 2025-26 (provisional). As per UDISE data of Ministry of Education, Gross enrolment ratio of girls in the schools at secondary level has increased from 75.51% in 2014-15 to 83.4% in 2025-26. The interventions of M/o Health and Family Welfare (PCPNDT Act) and Department of School Education and Literacy (Samagra Shiksha Abhiyan) also helps in the overall improvement in the SRB and GER data respectively. Two third-party evaluations of the schemes of the Ministry, including Mission Shakti Umbrella scheme and its components relating to Beti Bachao Beti Padhao have been conducted in 2020 and again in 2025 through NITI Aayog. The studies have found the relevance, effectiveness and sustainability of the scheme as satisfactory. To sharpen implementation of the scheme, States/UTs can utilize a part of the total allocation for advertisements and media advocacy under BBBP scheme using a whole-of- government/convergent approach. Further, for effective implementation, funds for BBBP areallocated as per the Mission Shakti guidelines and State/UT have been authorized to use the fund for implementation of the scheme activities in the following flexible manner: i. directly through the districts, or ii. partially through the districts with the rest being managed by the State/UT, or iii. directly through the State/UT on behalf of the districts, depending on the specific needs of the State/UT. Under the BBBP scheme for effective implementation at ground level, a standardized operational manual was released on 11th October 2022. The Operational manual serves as a guide for those involved in planning, implementation, reporting, and monitoring from the national to the grassroots level. The manual details the activities and processes for all concerned stakeholders to ensure a cohesive convergent effort for the protection and empowerment of the girl child. The operational manual includes a thematic calendar for suggested convergence activities at district level with month wise specific themes for holistic development of the Girl Child and to ensure year-round engagement of girls, their families and communities. A total expenditure of ₹ 1075.37 crore has been incurred under the scheme since inception upto June, 2026. During the period 78,305 activities have been organised which included more than 3.37 crore participants. *****
