Shri Kalyan Banerjee: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether it is a fact that the Government has prepared a time- bound business plan for building rural infrastructure by 2025 in the areas of irrigation, roads, housing, water supply, electrification and telecommunication connectivity in the name of Bharat Nirman; (b) if so, the details of budget allocation, sanction and utilisation since 2022, State and Head-wise; and (c) the details and number of projects financially put on hold since 2021 under the development plans, if so, the reasons therefor, State-wise? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI) (a) to (c): The Ministry of Rural Development is not implementing Bharat NirmanYojana at present. The first and second phases of Bharat Nirman were in operation from 2005-06 to 2008-09 and 2009- 10 to 2013-14 respectively. Funds were released directly by the concerned Ministries to State implementing agencies or State Governments for development of roads, construction of houses and supply of drinking water in rural areas. Pradhan MantriAwaasYojana- Gramin (PMAY-G) In order to achieve the objective of "Housing for All" in rural areas, the Ministry of Rural Development is implementing Pradhan MantriAwaasYojana- Gramin (PMAY-G) with effect from 1st April 2016 to provide assistance to 4.95 crore eligible rural households Page 1 of 8with basic amenities by March 2029. As on 31.07.2025, a cumulative target of 4.12 crore houses have been allotted to States/UTs out of which 3.84 crore houses have been sanctioned and 2.81 crore houses have been completed. Beneficiaries under PMAY-G were identified using housing deprivation parameters given in the Socio- Economic and Caste Census (SECC), 2011 data. The final selection of beneficiaries under PMAY-G is based on the housing deprivation parameters and exclusion criteria prescribed under the Socio- Economic Caste Census (SECC) 2011 and due verification by the respective Gram Sabhas and completion of an Appellate Process. The Government conducted an Awaas+ survey from January 2018 to March 2019 to identify those beneficiaries who claimed to have been left out under the 2011 SECC and thus prepared an additional list of potential beneficiaries. To achieve the additional target of 2 crore houses, Awaas+ survey 2024 app has been designed to identify the eligible beneficiaries. Eligible beneficiaries from the Awaas+ 2024 survey shall be identified post completion of survey and verification of data. The PM- JANMAN has been launched to address critical gaps in the well-being of Particularly Vulnerable Tribal Groups (PVTGs) across the nation. The target under the housing intervention of PM JANMAN is to provide assistance for the construction of 4.90 lakh houses for the PVTG beneficiaries by March 2026. As on 31.07.2025, a cumulative target of 4.77 lakh houses have been allotted to States/UTs out of which 4.66 lakh houses have been sanctioned and 1.59 lakh houses have been completed. The State/UT -wise details of central share released and funds utilized by the States/UTs during the last three years and current year as on 24.07.2025 is given as Annexure-I. No projects under the scheme have been financially put on hold by the Ministry since 2021. However, delays in some States have occurred due to various factors like such as migration of beneficiaries, unwilling beneficiaries, death of beneficiary without legal heir, delay in release of Central and State Matching Share from treasury of the State Governments. Page 2 of 8The PMAY-G is monitored very closely at all levels. There is a special emphasis on quality and timely completion of construction. The Ministry is taking various steps to increase the pace of house sanction & completion and achievement of the targets under the scheme. Some of which are as under: i. Timely allocation of targets to the States/UTs ii. Launch of PMAY-G analytic Dashboard for monitoring and supervision of the scheme. iii. Micro monitoring of house sanction and completion using latest IT tools and technologies. iv. Regular review by Hon’ble Minister, Secretary and Deputy Director General v. Focus on completion of those houses where 3rd or 2nd installment of funds has been released vi. Separate review of States with high targets vii. Timely release of funds as per requirements of States/UTs viii. Continuous follow-up with States / UTs on providing land to landless beneficiaries of PMAY-G. Pradhan Mantri Gram SadakYojana (PMGSY) (a) to (c): The Government of India had earlier implemented a comprehensive, time-bound rural infrastructure development initiative under the umbrella of Bharat Nirman (2005–2012), covering various sectors, including rural roads. Although the Bharat Nirmanprogramme has since concluded, the Government has continued to strengthen rural infrastructure through flagship schemes with specific sectoral focus, including the Pradhan Mantri Gram SadakYojana (PMGSY). In the area of rural roads, the Government is implementing PMGSY as a one-time special intervention to ensure all-weather road connectivity to eligible unconnected habitations, thereby enabling access to essential services and reducing rural poverty. PMGSY has evolved through several phases: Page 3 of 8i. PMGSY-I (2000 onwards) with the aim of connecting eligible unconnected habitations based on Census 2001 ii. PMGSY-II for consolidation of existing rural road networks iii. RCPLWEA to provide strategic connectivity in Left Wing Extremism (LWE)-affected areas iv. PMGSY-III with the objective of upgradation of rural roads for enhanced access to agricultural markets, health centres and educational institutions. v. PMGSY-IV (launched on 11th September 2024) with the aim to provide connectivity to 25,000 unconnected habitations based on Census 2011 norms The timeline for completion of ongoing works under PMGSY-I (in Chhattisgarh only), PMGSY-II, RCPLWEA, and PMGSY-III is 31st March 2026. The timeline for PMGSY IV is till March, 2029. The Ministry is also implementing the road connectivity component of PM-JanjatiyaAdivasiNayaMahaAbhiyan (JANMAN) for construction of 8,000 Km road length to provide connectivity to unconnected Particularly Vulnerable Tribal Groups(PVTG) habitations. As of 31.07.2025, a total of 8,38,611 km of road length has been sanctioned under various verticals of PMGSY out of which 7,83,527 km of road length has been completed. The State-wise details of funds released, and expenditure incurred under PMGSY—including State shares—since 2022 are provided in Annexure II and Annexure III respectively. No projects under PMGSY have been financially put on hold by the Ministry since 2021. However, delays in some States have occurred due to various factors viz. (i) land acquisition and forest clearance issues; (ii) delay in tendering and finalisation of contractors; (iii) law and order challenges in LWE-affected regions; and (iv) limited working seasons in hilly and snow-bound areas. The Ministry regularly reviews the progress with State Governments through Regional Review Meetings, Performance Review Committee Meetings, Empowered Committee meetings and Quarterly Reviews. It provides technical support through the Principal Technical Agencies (PTAs)/ State Technical Agencies (STAs) and the technical arm of the Ministry viz. the National Rural Infrastructure Development Agency (NRIDA).
