Adv Priya Saroj: Will the Minister of SCIENCE AND TECHNOLOGY be pleased to state: (a) the total number of Biotechnology Parks, Bio-incubators and Innovation Hubs sanctioned with Central assistance during the last five years and the number actually operational, State and district- wise particularly for Uttar Pradesh; (b) the details of the amount sanctioned, released and utilised for such projects along with the number of projects that remain incomplete, non-functional or operating below capacity, State-wise and particularly for Uttar Pradesh; (c) whether any regional disparity assessment has been conducted regarding the concentration of biotech infrastructure and if so, the details thereof; (d) the number of start-ups incubated, patents filed, granted, number of those remain pending and jobs generated by such Centrally-aided facilities, State and district-wise particularly for Uttar Pradesh, and (e) the time-bound plan to ensure equitable distribution of the Central biotechnology infrastructure across the underserved districts of the State?ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF SCIENCE AND TECHNOLOGY & EARTH SCIENCES (DR. The Biotechnology for Economy, Environment and Employment (BioE3) Policy of the Department emphasises region-centric biomanufacturing initiatives and promotes the strengthening of bio-manufacturing facilities and innovation clusters across different parts of the country to ensure wider regional participation. Further, the policy envisages establishment of State BioE3 Cells to identify and monitor region- specific biotechnology programmes, facilitate biotechnology infrastructure development, coordinate regulatory approvals and enable technology transfer. State BioE3 Cells have so far been notified in Assam, Sikkim and Himachal Pradesh. (d) The number of start-ups/ entrepreneurs incubated, patents filed/ granted and jobs generated, State-wise including those in Uttar Pradesh are as follows:S.N. (e) A number of policy initiatives have been undertaken to promote equitable distribution of biotechnology infrastructure across the country. Under various schemes, support is provided for establishment of biotechnology infrastructure, incubation centresand research facilities, biofoundries along with capacity building and skill development programmes. The Biofoundry Network and Biomanufacturing platforms supported under BioE3 Policy of the Department are expected to play a pivotal role in India’s transition to clean and green technologies, reduce import dependence, and establish the country as a frontrunner in the global bioeconomy impacting health, agriculture, food, energy, and environment. Expansion of such infrastructure is undertaken in a phased and demand-driven manner to ensure wider regional access. The Department continues to engage with State Governments and relevant stakeholders to encourage submission of proposals from underserved districts, and proposals received are considered under the respective schemes as per the established guidelines and availability of funds with a view to ensuring wider regional access to biotechnology infrastructure across the country. *******
