GOVERNMENT OF INDIA MINISTRY OF ROAD TRANSPORT AND HIGHWAYS LOK SABHA UNSTARRED QUESTION NO. 3116 ANSWERED ON 06TH AUGUST, 2026 BLACK SPOTS ON RAJGANJ-GOVINDPUR NH STRETCH IN DHANBAD 3116. SHRI DULU MAHATO: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) whether the Ministry is aware of the reported 91 deaths and 15 black spots on the Rajganj–Govindpur stretch of National Highway (NH) in Dhanbad district during the period from January to April, 2026, if so, the details thereof; (b) the immediate engineering measures being undertaken to rectify road design deficiencies, unauthorized openings and high-risk black spots on the said National Highway (NH) stretch; (c) the timeline fixed for repair and restoration of non-functional streetlights on the corridor to address poor visibility and fatal night- time accidents; (d) whether safety infrastructure such as foot overbridges, zebra crossings, rumble strips and Closed-Circuit Television (CCTV) cameras are being installed for enhancement of road safety and traffic monitoring on the said stretch, if so, the details thereof; and (e) the enforcement measures being undertaken to curb wrong-side driving, over-speeding and drunken driving for protection of pedestrians and two-wheeler riders on the said National Highway (NH) stretch? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI)(a) to (c) Total 8 numbers of black spots were identified as per the Black Spot series 2021-23 issued by the Government in Ministry of Road Transport & Highways between the stretch from Rajganj to Govindpur. Out of this, 5 black spots have already been rectified by providing underpass, foot overbridge, service road, & other safety measures during 6-lane widening of NH-19. The remaining 3 number of black spots at Chainages 407+500, 408+120, and 410+180 fall within the 6-lane Govindpur Elevated project stretch and will be rectified upon completion of the elevated corridor. The scheduled completion date of the project is March 2028. Further, unauthorized openings are regularly being closed with the help of District Administration. Moreover, all the streetlights along the project corridor are currently functional, and defects, if any, during the operation period are being rectified. (d) & (e) 03 numbers of Foot Over Bridge (FOB), rumble marking and other safety measures have been provided and Closed-Circuit Television (CCTV) cameras at 2 km intervals have been installed for traffic monitoring. Further, road safety campaigns/awareness programmes are being conducted in coordination with State Government/District Administration on regular basis to curb wrong- side driving, over-speeding and drunken driving etc. *****
