BUFFER STOCK NORMS FOR RICE AND WHEAT
1150: SHRI JOSE K. MANI:
Will the Minister of Consumer Affairs, Food and Public Distribution be pleased to
state
(a): whether Government has reassessed the buffer stock norms for Rice and Wheat;
(b): if so, the updated norms;
(C): whether any State Governments have requested additional foodgrain allocation; and
(d): if so, the details thereon

(a) & (b): Department of Food & Public Distribution (DFPD), vide Office Memorandum dated
02.05.2025, has constituted a Technical Group to review the existing Buffer Stocking Policy of
food grains. NITI Aayog is engaged with the Technical Group to undertake a detailed study for
the same. NITI Aayog submitted its report to this Department on 18th November 2025. The
report is presently under examination by the members of the Technical Group.
(c) & (d): Department of Food and Public Distribution (DFPD) allocates additional food grains
(over and above regular allocation) to States/UTs on account of Natural Calamities, Law &
Order Situations and Festivals on the basis of requests made by States/UTs in accordance with
the extant guidelines dated 22.08.2017. The details of the additional allocation of food grains to
States/UTs in view of Natural Calamities. Law & Order Situations and Festivals for FY 2025-26
are as below (Fig. in thousand tons):
