(a): Department for Promotion of Industry and Internal Trade (DPIIT) does not
maintain rankings for States/UTs on Ease of Doing Business. As part of the
DPIIT Business Reform Action Plan (BRAP) exercise, States/UTs are assessed
on the basis of their implementation of designated reform parameters into
following four percentage-based categories.
1. Top Achievers – score above 90%,
2. Achievers – score between 80% to 90%,
3. Fast Movers – score between 70% to 80%, and
4. Aspirers – score below 70%

(b): Business Reforms Action Plan (BRAP) is assessed through a structured three-
step methodology comprising evidence submission, user data collection, and
independent user feedback. States and UTs upload evidence of reform
implementation on the BRAP portal, which is evaluated by DPIIT based on
defined criteria. User data is submitted for a specified period and used to
conduct a feedback survey through telephonic, digital, and face-to-face
methods. Based on the percentage score, States and UTs are grouped into four
categories: Top Achievers, Achievers, Fast Movers, and Aspirers. In the BRAP
2022, these categories were determined through 100% feedback. In BRAP
2024, 30% weightage has been assigned to evidence submission and 70% to
user feedback.
(c): Ease of doing business ranking was done by World Bank through Doing
Business Report from 2002 to 2020. BRAP was conceptualized and developed
in 2014 to provide a comparison on the regulatory requirements for businsses
across States with a view to motivate the States towards reducing compliance
burden on businesses. The BRAP ranking across States has been discontinued
after the initial years. World Bank had discontinued its Doing Business Report
in 2020.
(d): The latest assessment under the BRAP was conducted for the year 2022.
