Parliament Question: Cancer Cases in Bihar

SHRISUDHAKAR SINGH: Willthe Minister of HEALTH AND FAMILYWELFAREbe pleasedtostate: (a)whether the Government hastaken cognizanceof the alarmingrise incancer cases recorded inthe Stateof Bihar during the last three years, particularlyinrural areas, if so, the details thereof; (b) whether the Government proposes toestablish cancerscreening andearlydetectioncentres at PrimaryHealthCentres (PHCs) andDistrict Hospitals for earlyidentificationof cancer, if so, the detailsthereofalongwith the steps taken/proposed tobe takenby the Government inthisregard; (c)whether Government healthcare facilitiesfor earlydetection/screening of cancerare available inthe districts of Buxar, Kaimur andRohtasinBihar, if so, the detailsof such centresandthe typesof diagnostic tests providedtherein; and (d) the concretesteps taken/proposed tobe takenbythe Government toestablish such screening centresinthe said districts? ANSWER THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE (SHRIPRATAPRAOJADHAV) (a)AspertheICMR–NationalCancerRegistryProgramme,theestimatednumberofincidenceof cancercases isincreasinginthecountryduring2023to2025andthedetailspertainingtothestate ofBiharareenclosedbelow: Estimated Incidence of cancercases in Bihar- All sites - (2023-2025) - Both sexes Year 2023 2024 2025 Estimated Incidence 112180 115123 118136 (b) to (d) The Department of Health andFamily Welfareprovidestechnical andfinancial support to States and Union Territories across the country under the National Programme for Prevention and Control of Non Communicable Diseases (NP-NCD) as part of the National Health Mission(NHM). The programme focuses on strengthening infrastructure, human resource development, screening, early diagnosis, referral, treatment, and health promotion for Non-Communicable Diseases (NCDs) includingCancer. A population-based initiative for the prevention, control and screening of common non- communicable diseases (NCDs) has been rolled out across the country. Under the initiative, persons over30yearsof age are targeted for theirscreening for the commonNCDs. Under NP-NCD, 770 District NCD Clinicsand 6,410NCD clinics at CommunityHealth Centres have been set up, and currently total 479 Day Care Cancer Centres (DCCCs) are functional across the country. Further, for Financial Year 2025-26, the Department of Health and Family Welfare have approved 297 DCCCs for establishment across the country. In the state of Bihar, there are currently 17 existing Day Care Cancer Centres and approval has been accorded for the establishment of 21 additional centres including Buxar and Rohtas during the Financial Year 2025-26. *****
