CAPACITY BUILDING IN GRAM PANCHAYATS

Will the Minister of PANCHAYATI RAJ be pleased to state:
(a) the number of elected representatives and panchayat officials who have been provided
training for capacity building in the Gram Panchayats of Baghpat Parliamentary Constituency
under the Rashtriya Gram Swaraj Abhiyan (RGSA) till June 30, 2026 and the funds spent for
this purpose;
(b) the current status of the preparation of the Gram Panchayat Development Plan (GPDP)
and the effective implementation of the People's Plan Campaign in the Gram Panchayats of
Baghpat Parliamentary Constituency;
(c) whether the Government proposes to provide any additional training, technical assistance
or implement special project under the RGSA to strengthen digital governance, financial
management, and public participation in the Gram Panchayats of Baghpat Parliamentary
Constituency; and
(d) if so, the details thereof?

(a) Panchayat, being “Local Self Government”, is a State subject. However, the Ministry of
Panchayati Raj has been implementing the Centrally Sponsored Scheme of Rashtriya Gram
Swaraj Abhiyan (RGSA) since the financial year 2022-23 in States/ UTs. Constituency-wise
data is not maintained at the Central Level. The number of elected representatives and
functionaries trained in the Baghpat district of Uttar Pradesh under the Revamped RGSA is:

Revamped RGSA is demand-driven in nature. Funds are released to States/UTs based on the
Annual Action Plans approved by the Central Empowered Committee (CEC) and the pace of
1expenditure. The funds are to be utilized only for the approved components as prioritized by
the States/UTs. The Ministry releases the funds under the scheme to States/UTs only. Total
funds released to the State of Uttar Pradesh, since 2022-23 to 2026-27 (as on 10.07.2026) is
Rs. 251 crore.
(b) The Ministry has been rolling out People’s Plan Campaign for the preparation of
evidence-based, holistic, and inclusive Development Plans at the grassroots level in a
structured manner for the next financial year through People’s Participation at various levels
of Panchayati Raj Institutions. The progress made under the People's Plan Campaign in
preparation of Gram Panchayat Development Plans, in Baghpat district of Uttar Pradesh, is as
under:

(c) and (d) Further, to promote e-enablement of Panchayats, the Ministry is implementing the
e-Panchayat Mission Mode Project (MMP), which has strengthened transparency, efficiency,
and digital governance at the grassroots level. Under this, the eGramSwaraj application
facilitates digital planning, accounting, monitoring, and online payments at the Panchayat
level and is integrated with the Public Financial Management System (PFMS) for real-time
payments and seamless fund flow. The application is also integrated with the Government e-
Marketplace (GeM) to enable transparent procurement of goods and services by Panchayats.
In addition, the AuditOnline application has been developed for conducting online audits of
Panchayat accounts and financial management. A total of 347 participants were provided
with digital training, and 458 participants were provided with OSR training in the Baghpat
district during the year 2025-26, under Revamped RGSA.
