Parliament Question: Capital Expenditure in the Tourism Sector

GOVERNMENT OF INDIA MINISTRY OF TOURISM LOK SABHA UNSTARRED QUESTION NO.1175 ANSWERED ON 08.12.2025 CAPITAL EXPENDITURE IN THE TOURISM SECTOR 1175. SHRI TANGELLA UDAY SRINIVAS: Will the Minister of TOURISM be pleased to state: (a) the details of the total capital expenditure incurred on tourism by the Central Government during the last five years, year and State/UT-wise; (b) the details of the budgetary capex allocated by the Central Government and by the State Governments for tourism projects during the said period, year and State/UT-wise; (c) the details of the total private and public investments made in tourism infrastructure (capex) during the last five years, year and State/UT-wise; (d) the details of the key tourism infrastructure projects supported through this funding (such as development of tourist circuits, hotels, eco-tourism sites, connectivity, amenities) State/UT-wise along with their status (approved, ongoing, completed); (e) the details of the funds sanctioned and disbursed to the implementing agencies so far along with timelines, protect-wise; and (f) the details of the Government’s strategy to incentivise further capital expenditure in emerging and underdeveloped tourist destinations? ANSWER THE MINISTER OF TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT) (a) to (f): Development of tourism amenities at any destination is primarily undertaken by the concerned State Government (SG) / Union Territory Administration (UTA). However, the Ministry of Tourism through its central sector schemes of ‘Swadesh Darshan (SD)’, ‘Swadesh Darshan 2.0 (SD2.0)’, ‘Challenge Based Destination Development (CBDD)’ – a sub-scheme of SD2.0, ‘Pilgrimage Rejuvenation and Spiritual, Heritage Augmentation Drive (PRASHAD)’ and ‘Assistance to Central Agencies (ACA) for Tourism Infrastructure Development’ complements the efforts of tourism infrastructure development by extending financial assistance to theSGs/UTAs/Central Agencies; subject to adherence to scheme guidelines, submission of Detailed Project Reports (DPRs), availability of funds, inter-se priority etc. In addition, Government of India under its initiative for ‘Special Assistance to States for Capital Investment (SASCI)’ has also provided financial assistance to the States for development of tourism-related infrastructure projects. The Ministry does not maintain consolidated State/UT-wise details of capital expenditure, nor does it compile State/UT-wise or year-wise information relating to capital expenditure incurred by concerned SGs/UTAs or about the total public and private investment made in tourism infrastructure. There is no allocation of capital expenditure under the scheme components of the Grants of the Ministry of Tourism. All allocations for development of tourist infrastructure are provided under the revenue section of the Grants. Under this section, funds are released or authorized to SGs/UTAs/Central Agencies for development of tourist infrastructure, and the ownership of such assets rests with the respective SGs/UTAs. Scheme wise details Budget Estimates, Revised Estimates, and Actual Expenditure on tourist infrastructure for the last five years are annexed as Annexure-I. Further, the Ministry has allocations under the Capital Expenditure (Non-Scheme) component.
