Parliament Question: Cashless Treatment for Road Accident Victims

GOVERNMENT OF INDIA MINISTRY OF ROAD TRANSPORT AND HIGHWAYS LOK SABHA UNSTARRED QUESTION NO. 3171 ANSWERED ON 06TH AUGUST, 2026 CASHLESS TREATMENT FOR ROAD ACCIDENT VICTIMS 3171. SHRI B K PARTHASARATHI: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार् ग मंत्री be pleased to state: (a) the number of hospitals empanelled under the Cashless Treatment for Road Accident Victims Scheme, State-wise and district-wise for Andhra Pradesh; (b) the number of treatment requests received and approved under the Scheme since its inception year-wise, State-wise, district-wise for Andhra Pradesh; (c) the number of claims submitted and the number of cases in which compensation was provided or released under the Scheme, State-wise and district-wise for Andhra Pradesh; (d) the number of hospitals that have submitted reimbursement claims to the respective State Health Agencies (SHAs) along with the number of such claims reimbursed, State-wise and district-wise for Andhra Pradesh; (e) whether any delays have been observed in claim processing, approval or reimbursement under the Scheme, if so, the average time taken for settlement of claims, the number of delayed claims and the reasons for such delays; and (f) the monitoring and grievance redressal mechanism established for implementation of the Scheme and timely settlement of claims?ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) As per the Scheme guidelines notified vide S.O. 2489 (E) dated 04th June, 2025, empanelled hospitals under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) that comply with the guidelines issued by the National Health Authority (NHA) for this scheme shall be deemed designated hospitals for the purposes of the Scheme. As such, a total of 2,471 hospitals have been empanelled under the AB PM-JAY in the State of Andhra Pradesh. Further, States/UTs are advised to designate and onboard additional hospitals based on detailed guidelines issued by NHA vide OM S-12018/81/2024 dated 20th May 2025. (b) As on 31.07.2026 since the launch of the scheme for nation- wide implementation on 13.02.2026, a total of 635 eligible cases have been registered by hospitals on Transaction Management System (TMS) portal of National Health Authority (NHA). The district-wise details are attached as Annexure-I. In addition, 115 cases have been identified as ineligible beneficiaries by district police officials on Electronic Detailed Accident Report (eDAR) portal as per the scheme guidelines. (c) to (e) As on 31.07.2026 since the launch of the scheme for nation-wide implementation, a total of 206 claims have been initiated by 33 hospitals across 13 districts of Andhra Pradesh under the PM-RAHAT Scheme. Of these, 27 claims submitted by four hospitals have been settled. The district-wise details are attached as Annexure-II. Time-bound procedures and clearly defined responsibilities have been prescribed under PM-RAHAT scheme to minimize delays in the provision of treatment, processing of claims and disbursement of payments to hospitals. Treatment is initiated upon admission and police authentication is undertaken in parallel through the integrated Transaction Management System (TMS) 2.0 and eDAR platforms. After discharge, the hospital submits its claim to theState Health Agency (SHA) for verification and approval digitally through TMS 2.0. To ensure timely payments to the hospitals, a period of 10 days has been defined from the date of claim being approved by SHA for District Collectors or General Insurance (GI) Council to make the payments, as the case maybe. Beyond the prescribed time, the claim shall be deemed approved. (f) The State Road Safety Council (SRSC) set up under section 215(2) of the Motor Vehicles Act (MV Act), 1988 shall be nodal agency responsible for implementation of the Scheme in the respective State/UT. The responsibility for overall monitoring and coordination of the Scheme implementation in the district shall be of the District Road Safety Committees (DRSC) set up under section 215(3) of MV Act, 1988. At the national level, an Inter-Ministerial Steering Committee oversees the overall implementation and monitoring of the Scheme, including review of issues arising during execution. As per the scheme guidelines, a dedicated Grievance Redressal Officer (GRO) is to be appointed by the District Road Safety Committee in every district to address grievances arising from implementation of the Scheme. The applicant is dissatisfied with the resolution, or if there is a delay, the grievance may be escalated to the District Collector, and thereafter to the State Road Safety Council, which acts as the appellate authority.
