CBDD AND THEMATIC CIRCUIT UNDER SDS
3881. SHRI RAJIV PRATAP RUDY:
Will the Minister of TOURISM be pleased to state:
(a) whether it is a fact that the Government has identified ‘Saran District
(Sonepur Fair)’ and ‘Bhagalpur’ under Culture and Heritage Destinations
category in Bihar under ‘Challenge Based Destination Development’
(CBDD), a sub-scheme under Swadesh Darshan 2.0;
(b) if so, the details of the fund sanctioned and work done till now along with
timeline so far;
(c) the details of the identified Thematic Circuits of Swadesh Darshan
scheme, State-wise;
(d) whether the Government proposes to include a larger number of
destinations under the aforementioned scheme and if so, the details
thereof; and
(e) the details of the funds sanctioned and work done so far regarding the
identified Thematic Circuits of Swadesh Darshan scheme in Bihar, Uttar
Pradesh and Madhya Pradesh?
ANSWER
THE MINISTER OF TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT)
(a) to (e): The Ministry of Tourism launched its Swadesh Darshan (SD) scheme
in 2014-15 and sanctioned 76 projects in the country under thematic circuits
for an amount of Rs.5290.33 Crore. The Ministry further revamped this scheme
as Swadesh Darshan 2.0 (SD2.0) with the focus to develop sustainable and
responsible tourism destinations and sanctioned 53 projects for Rs.2208.31
Crore. In addition, the Ministry under its ‘Challenge Based Destination
Development (CBDD)’, an initiative under Swadesh Darshan scheme has
sanctioned 38 projects in the country for Rs.697.94 Crore. Under CBDDinitiative, Bhagalpur and Sonepur were identified as destinations in Bihar
under Culture and Heritage Category and a project ‘Development of Tourist
Facilities at Sonepur Mela Ground, Saran’ was sanctioned in 2024-25 for
Rs.24.29 Crore and its implementation is the responsibility of the concerned
State Government, which has approached the Ministry for deviation in the
scope of the said project. Swadesh Darshan scheme is approved till March,
2026.
The Ministry of Tourism under its infrastructure related schemes such as
SD, SD2.0, CBDD etc. considers sanctioning a range of components which may
enhance tourism facilitation at the destinations, as per project requirement
including those related to tourism core products, tourism activities, safety,
sanitation, last mile connectivity, parking, general site development, soft
interventions etc.
The details of the projects sanctioned under SD, SD2.0 and CBDD
schemes in the country including in Bihar, Uttar Pradesh and Madhya Pradesh
is annexed.
