Parliament Question: Centenary Hospital at Syama Prasad Mookerjee Port

SHRI JAGANNATH SARKAR: Will the Minister of PORTS, SHIPPING AND WATERWAYSbe pleased to state: प(cid:517)न,पोत प(cid:303)रवहन और जलमाग(cid:330) मं(cid:361)ी (a) the present status of the tender/RFP process for development of the existing 104- bedded Centenary Hospital of Syama Prasad Mookerjee Port, Kolkata into a 450- bedded super specialty hospital in PPP mode; (b) whether the tender has been finalised, and if so, the date of award, name of the concessionaire, concession period and key financial terms; (c) the estimated project cost, funding pattern and provision for future augmentation; and (d) the timelines for commencement, completion and operationalisation of the hospital and the benefits envisaged for port workers and the public? ANSWER MINISTER OF PORTS, SHIPPING AND WATERWAYS (SHRI SARBANANDA SONOWAL) (a)and (b) The tender process has been successfully concluded. The Letter of Award (LOA) has been issued to Charnock Hospitals Private Limited on 6th March, 2026. The project has been awarded on a gross revenue share basis for a concession period of 60 years. (c) The total estimated cost of the project is INR 411 Cr. The project is structured under Public Private Partnership on Design, Build, Finance, Operate and Transfer (DBFOT) model, wherein the responsibility of project funding rests with the Concessionaire. Any request for additional land, subject to availability, would be considered by the Authority in accordance with applicable policy guidelines and at the applicable escalated rate of rent. (d)As per the concession framework, execution of the Concession Agreement is envisaged within 45 days from the date of issuance of the Letter of Award, and the Appointed Date is stipulated as six months from the date of signing of theConcession Agreement. Thereafter, implementation of theproject is envisaged in phases, namely: Phase-I covering operation, maintenance and upgradation of the existing 104-bedded hospital to 125 beds; Phase-II covering development of a new 175-bedded hospital block; and Phase-III covering addition of 150 beds after attainment of average annual occupancy of 70% of the 300-bed capacity for two consecutive years, or within ten years of the Appointed Date, whichever is earlier, subject to the provisions of the concession agreement and fulfilment of prescribed requirements. The project is expected to augment healthcare facilities for port workers and the general public, with provision for reservation of 70 beds per day for Syama Prasad Mookerjee Portbeneficiaries at applicable Central Government Health Scheme (CGHS) Kolkata rates, along with concessional branded medicines and access to modern medical equipment and advanced healthcare facilities. *****
