Parliament Question: Central Assistance under Samagra Shiksha Scheme

Dr. Kadiyam Kavya: Shri Appalanaidu Kalisetti: Will the Minister of EDUCATION be pleased to state: (a) the details of digital learning initiatives supported under Samagra Shiksha and other Centrally Sponsored Schemes to strengthen technology-enabled teaching and learning in Government schools during the last five years, year-wise, State/UT and district-wise, especially for Andhra Pradesh; (b) the details of Central assistance sanctioned/funds allocated released and utilised for digital learning infrastructure under Samagra Shiksha scheme during the last five years, year-wise, State/UT and district-wise, especially for Warangal district of Telangana and Andhra Pradesh for strengthening Government schools; (c) the measures taken by the Government to promote digital learning platforms in all schools, during the last five years as on date, State/UT, district and year-wise, especially for Andhra Pradesh; (d) the details of works sanctioned, completed and under implementation thereunder, including construction of classrooms, laboratories, libraries, digital learning infrastructure, drinking water, sanitation and other school infrastructure, along with the expenditure incurred; and (e) the number of Government schools and students benefited under the said programme in Warangal district during the said period? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) to (c): Education is part of the Concurrent List of the Constitution and most of the Government schools are under the administration of the State Government and its bodies. Ministry of Education implements ICT and Digital initiatives such as PM eVidya and DIKSHA under Samagra Shiksha to enhance digital learning and strengthen technology enabled teaching in Government schools across the country including the State of Andhra Pradesh and Telangana. The initiatives aim to enhance the quality of education by integrating technology into teaching and learning processes. Under the scheme, funds are provided for setting up ICT Labs and Smart Classrooms according to the requirement of the State submitted in the Annual Work Plan & Budget (AWP&B). To strengthen technology-enabled teaching and learning in Government schools, State of Andhra Pradesh has established 9,319 ICT Labs (Annexure 1). State/UT wise details of sanctioned ICT Labs and Smart Classrooms are annexed as Annexure 2 and Annexure 3 respectively. A comprehensive initiative called PM eVidya was initiated as part of Atma Nirbhar Bharat Abhiyaan on 17th May, 2020, which unifies all efforts related to digital/online/on-aireducation to enable multi-mode access to education across the country. States/UTs collaborate with NCERT to utilise, monitor and evaluate the effectiveness of these initiatives as per their requirements. NCERT also provides regular guidance/ feedback to States/UTs on the quality of these initiatives. The key components of PM eVidya are also aligned towards enhancing digital literacy and include 200 DTH TV channels and 400 Radio channels to enable all States/UTs to provide supplementary education in various Indian languages for classes 1-12. Under the PM eVidya 200 DTH TV Channels initiative, the State of Andhra Pradesh has been allotted five dedicated channels (AP PM eVidya 48-52). Andhra Pradesh has contributed 636 video content for educational telecasts. Digital Infrastructure for Knowledge Sharing (DIKSHA) is the Nation’s One Nation, One Digital platform for providing quality e-content for school education in States/UTs along with QR coded Energised Textbooks (ETBs) for all grades. As a participant in DIKSHA, States/UTs/ABs have generated and contributed over 3.67 lakh content in mother local/regional languages enabling multilingualism. Overall, 579.41 crore learning sessions for 2.29 crore users have been completed on DIKSHA by students, teachers and other stakeholders. The platform supports both online and offline access, enabling learners to download content and continue learning without internet connectivity. On DIKSHA, Andhra Pradesh and Telangana has 5.96 lakh and 3.59 lakh registered users. The State of Andhra Pradesh has produced 361 Energised Textbooks and 25,000+ e-content and made them available on the platform. The stakeholders have access to more than 836 Virtual Labs and 100 Virtual skill labs (50 each in Hindi and English) on DIKSHA that help students with simulation of real-world laboratory environments. Ministry of Education launched a large-scale holistic program, NISHTHA (National Initiative for School Heads' and Teachers' Holistic Advancement), to enhance the professional competencies of teachers and school leaders in India, to improve the overall quality of school education. It is implemented across States and Union Territories through face-to-face, online, and blended training modes on the DIKSHA platform. Andhra Pradesh has implemented NISHTHA Elementary, Secondary, FLN and ECCE in online mode. The State/UT wise details of financial approval for digital learning infrastructure (ICT Labs and Smart Classrooms) under Samagra Shiksha scheme during the last five years, is annexed as Annexure 4.
