Will the Minister of HEALTHANDFAMILYWELFAREbe pleasedtostate:
(a) the total amount of funds allocated for West Bengal under various schemes of the
Ministry since 2019,year-wise;
(b) the details of utilisation of these funds by the State Government of West Bengal, scheme-
wise andyear-wise;
(c) the details of new healthcare infrastructure established in the said State since 2019 under
the above schemes, including Sub-Centres, Health & Wellness Centres (AB-HWCs under
NHM). Primary Health Centres (PHCs), Block Primary Health Centres (BPHCS),
Community HealthCentres(CHCs), Sub-Divisional Hospitals andDistrict Hospitals, district-
wise;
(d) the details of news healthcare infrastructure established in Darjeeling and Kalimpong
districts since 2019,block-wise; and
(e) the total number of beneficiaries who have availed healthcare services from these newly
established centresinthe said Statesince 2019,district-wise?

(a) & (b) "Public Health and Hospitals" is a State subject and the primary -responsibility of
strengthening public healthcare system including up gradation and strengthening of existing
health facilities lies with the respective State/ UT. However, under National Health Mission
(NHM), Ministry of Health and Family Welfare (MoHFW) provides the technical and
financial support to States/UTs based on the proposals received from States within their
overallresource envelope.
The Ministry of Health and Family Welfare through various Centrally Sponsored Schemes
and Central Sector Schemes supplements the efforts of the States / UTs in the healthcare
sector. The various CentrallySponsored Schemesare implemented with separate budget lines
for each component of the schemes under this Ministry. The details of major Centrally
Sponsored Schemes / Programmes and Central Sector Schemes implemented through the
States/UTs along with details of funds released/Utilized in the State of West Bengal are as
under:i. National Health Mission (NHM) and Pradhan Mantri Ayushman Bharat Health
Infrastructure Mission (PM-ABHIM) at Annexure-I
ii. Establishment of New Medical Colleges attached with existing District/Referral
hospitals and up gradation of existing State Government/Central Government
medical colleges to increase MBBS seats in the country and Strengthening and up
gradation of State Government Medical colleges for starting new PG disciplines and
increasing PGseats at Annexure-II
iii. AugmentingNursing Educationat Annexure-III
iv. Ayushman Bharat PradhanMantri Jan Arogya Yojana (AB PM-JAY)atAnnexure-IV
(c) to (e): The latest Health Dynamics of India (HDI) report, available in the website of
MoHFW, providing the details of health facilities functioning in the Rural / Urban areas of
the country across all the States/ UTs with available resources, can be accessed at the

The Ministry of Health and family Welfare provides technical and financial support to the
States / UTs to strengthen the public health care system, based on the proposals received in
the form of Program Implementation Plans (PIPs) under National Health Mission Scheme.
The Government of India provides approval for the proposal in the form of Record of
Proceedings(RoPs) aspernormsandavailable resources.
The details of healthcare infrastructure projects which include SHC/ PHC/CHC & HWC,
SDH, DH and MCH etc approved under NHM from 2019-20 onwards for the state of West
Bengal can be accessed year-wise with the help of the following link to RoPs in the

i. Under Fifteenth Finance Commission (FC-XV) for the State of West Bengal, an
approval of Rs. 4318.63 Cr. has been given over the five year period from FY 2021-
22 to FY 2025-26 for establishment and strengthening of 1759 Building-less Sub
Health Centres/ Primary Health Centres/CHCs (1551 SHCs, 80 PHCs and 7 CHCs),
341 Block Public Health Units (BPHUs) and 1584 Urban-Ayushman Arogya Mandir
(U-AAM) asperproposal of the State.
ii. Under PM-ABHIM for the Stateof West Bengal, anapprovalof Rs. 1309.32Cr.has
been given over the five year period from FY 2021-22 to FY 2025-26 for
establishment of 385Building-less SubHealthCentres amountingtoRs.213.68 Cr, 23
Integrated Public Health Laboratory (IPHL) amounting to Rs.47.38 Cr, 204 Urban
Ayushman Arogya Mandir amounting to Rs.321.30 Cr and 22 Critical Care Block
(CCB) amountingtoRs.726.96 Cr.

(a) Centrally Sponsored Scheme (CSS) for ‘Establishment of new medical colleges
attached with existing district/referral hospitals’ with preference to underserved areas and
aspirational districts, where there is no existing Government or private medical college. The
fund sharing mechanism between the Centre and State Governments is in the ratio of 90:10
for North Eastern and Special Category States, and 60:40 for others. Under the scheme, all
the envisaged 157 medical colleges have been approved including 11 medical colleges in
variousdistricts of West Bengal.The detailsmaybe seen asunder:

(b) Under CSS for Upgradation of existing State Government/Central Government
medical colleges to increase MBBS seats in the country, support has been provided for
increase of 100 MBBS seats in 02 Medical colleges with an approved cost of Rs. 100 Cr.
Entire centralshare of Rs.72Cr. hasbeenreleasedtothe state.
(c). Under CSS for Strengthening and up-gradation of Govt. Medical Colleges for
Increase of PG seats, Proposal of Government of West Bengal to increase 466 PG seats in 08
Medical Colleges under Phase-I with an approved cost of Rs. 168.91 Cr. The central share of
Rs. 123.979 Cr has been released to the state. Further, under phase-II of the scheme, 606 PG
seats in 8 Medical colleges have been approved with an approved cost of Rs. 724.84 Cr.
centralshare of Rs. 108.73 Cr.hasbeenreleased till date.Annexure-III

Central Sector Scheme of Development of Nursing Services upgradation of schools of
nursing into colleges of nursing, a fund to the tune of Rs. 7 Crore is released for upgradation
of each school of nursing into college of nursing and strengthening of nursing infrastructure.

Ayushman Bharat PradhanMantri Jan Arogya Yojana (AB PM-JAY)
An amount of ₹785 crores every year is provisioned to West Bengal every year for
implementation of Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) since
the launchof the scheme inSeptember,2018.
However, the scheme was implemented in West Bengal only from 23rd September 2018 to
10th January 2019, during which an amount of ₹31.28 crore was released to the State as
Central share. Subsequently, the State Government decided to withdraw from the
implementation of the scheme with effectfrom 10th January 2019.
Ayushman Bharat Digital Mission (ABDM) was launched by the Government of India in
September 2021 to support the development of an integrated, citizen-centric national digital
healthecosystem.
