SHRI ATUL GARG: Will the Minister of PLANNING be pleased to state: (a) whether the Government has systematically assessed the saturation levels of central welfare schemes in the Ghaziabad constituency; (b) if so, the details thereof along with the findings regarding the delivery of housing, water and social security programmes in the local rural blocks during 2025-26; (c) whether this evaluation has identified specific bottlenecks preventing 100% saturation in underserved residential zones and if so, the details thereof; (d) the details of the policy recommendations provided to the district administration to streamline registration processes; and (e) the future steps planned to facilitate community-led audits allowing citizens to report on the efficacy of local scheme implementation? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF STATISTICS AND PROGRAMME IMPLEMENTATION; MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF PLANNING AND MINISTER OF STATE IN THE MINISTRY OF CULTURE (RAO INDERJIT SINGH) Page 1 of 3(a) Yes Sir, the Government regularly monitors the implementation of Central welfare schemes in the country. (b) Regarding housing, water and social security programmes in rural blocks of Ghaziabad status is as follows: • Pradhan Mantri Awaas Yojana – Gramin (PMAY-G): Awaas Plus 2024 survey has been completed and Permanent Waitlist (PWL) prepared. • Jal Jeevan Mission (JJM) Rural: 87 rural water supply schemes have been sanctioned, 58 water supply schemes are completed with regular piped water supply, while 29 are under construction. Of 58,464 targeted households, 57,110 have already received tap connections, reflecting near saturation. Drinking water quality monitoring & surveillance, has been integrated through SCADA automation system. • National Old Age Pension Scheme: In 2025–26, 5,050 new pensioners were identified and approved. In rural areas 2,032 new applications identified and approved. • Rashtriya Parivarik Labh Yojana: In 2025-26, 1389 applications were approved in the District, including 416 applications from rural areas. • Divyang Pension Scheme: In 2025-26, 209 new beneficiaries were added, bringing the total to 1,501. • Unique Disability ID Card: In 2025-26, 427 disability certificates were issued, raising the cumulative total to 15,905. • Local Level Committee Scheme: In 2025-26, 9 persons with disabilities were issued legal guardianship certificates, bringing the total to 61 eligible persons. • Pension Scheme for Destitute Women: In 2025-26, 4,074 new pensioners were identified, with overall benefits extended to 43,332 women. • One Stop Centre Scheme: In 2025-26, 1148 women received assistance. (c) No specific bottlenecks have been identified in the implementation of the schemes, during the monitoring. (d) Online Registration for all types of pension schemes under social security programs can be completed either independently or through Jan Sewa Lokvani Kendras , cyber cafes & Gram Sachivalayas. Under Pradhan Mantri Awas Yojana -Gramin (Awaas Page 2 of 3Plus Survey-2024), beneficiaries have conducted self-surveys, while Gram Panchayat secretaries have carried out assisted surveys and registrations in Gram Panchayats using the ‘Awaas Plus 2024’ mobile app. (e) Under the Pradhan Mantri Awas Yojana- Gramin, there is a provision to launch a community-based participatory monitoring system to oversee the progress and quality of house construction, with the assistance of SHG networks operating under NRLM, NGOs and Civil Society Organisations (CSOs). ***** Page 3 of 3
