Parliament Question: Centre and States share in Samagra Shiksha Abhiyan

Shri Ryaga Krishnaiah: Will the Minister of EDUCATION be pleased to state: (a) whether Government is providing assistance to State Governments for school education under Samagra Shiksha Abhiyan (SSA), if so, the details thereof including the current share of Government; (b) whether State Governments have requested to increase Central share under SSA; (c) if so, the details thereof, State-wise, including Andhra Pradesh and Telangana and the response of Government thereon; (d) whether SSA has achieved its targeted goal; (e) if so, the details thereof and if not, the reasons therefor; and (f) the steps taken by Government to achieve desired goals? ANSWER MINISTER OF STATE IN THE MINISTRY OF EDUCATION (SHRI JAYANT CHAUDHARY) (a) to (c): The Department of School Education and Literacy is implementing an integrated centrally sponsored scheme for School education- Samagra Shiksha. The scheme treats school education holistically, without segmentation from pre-primary to class XII and aligned with the recommendations of the National Education Policy (NEP) 2020 with aim to ensure that all children have access to quality education with an equitable and inclusive classroom environment which should take care of their diverse background, multilingual needs, different academic abilities and make them active participants in the learning process. The fund sharing pattern for the scheme of samagra shiksha between Centre and States is at present in the ratio of 90:10 for the 8 North-Eastern States viz. Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura and 3 Himalayan States/UTs viz.Jammu &Kashmir, Himachal Pradesh and Uttarakhand and 60:40 for all other States and Union Territories with Legislature (except J&K). It is 100% centrally sponsored for Union Territories without Legislature. The details of Central allocation and Central Share released by the Central Government to the State/UT Governments including Andhra Pradesh and Telangana during the current year under Samagra Shiksha is at Annexure. (d) to (f): Samagra Shiksha scheme has been envisaged as an additional support to the State and UTs to improve quality of education, however, education being in the concurrent list with majority of the schools under the domain of the State and UTs, the primary responsibility of providing accessible, affordable, equitable, inclusive and quality education lies with the State/UT Governments. The objectives of Samagra Shiksha are of continuing nature. Yearly targets are fixed on the basis of interventions approved in PAB. No. of new Schools covered under Vocational Education. 1600 4782 The Scheme has robust system of monitoring through Performance Grading Index (PGI) 2.0, Unified District Information System for Education (UDISE), Project Appraisal Budgeting Achievement and Data Handling System (PRABANDH), Strengthening of BRCs and CRCs, PARAKH, Audit Mechanism, Social Audit, Community level monitoring and Periodic meeting with Stakeholders.
