MEDHA VISHRAM KULKARNI : SHRI MASTHAN RAO YADAV BEEDHA : Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state: (a) the total value of India’s chemicals exports during the last five years; (b) whether government has identified major markets for expansion of exports of speciality chemicals, if so, the details thereof; (c) the standardization measures taken to ensure global quality standards for chemical exports; and (d) whether the Ministry has conducted trade negotiations to address regulatory barriers affecting Indian Chemical exports, if so, the details thereof? (c) Trade Regulations, Accreditation & Compliance Enablement (TRACE) is a key component under the Export Promotion Mission's Niryat Disha sub-scheme, to support MSMEs in meeting international quality, safety, and technical standards for global market access. Support under this initiative is being extended for partial reimbursement of eligible expenditure incurred towards testing, inspection, certification, audits, traceability systems, and other conformity-assessment requirements that necessary to demonstrate compliance with internationally recognized standards. (d) Department of Commerce as the nodal Department for trade negotiations, has been conducting trade negotiations with partner countries to address regulatory barriers affecting Indian Chemical exports. For example, in the recently concluded FTA with European Union, India has negotiated a separate chapter on Technical Barrier to Trade (TBT) under which articles on Technical Regulations and Conformity Assessment, were addressed. The FTA has specific commitments to facilitate trade, avoid unnecessary restrictions and enhance transparency, establishing consultation and rapid reaction mechanism to resolve issues and reach a mutually acceptable solution, with a view to address non tariff and regulatory barriers. *****
