Parliament Question: Child Care Centers in North East Region

GOVERNMENT OF INDIA MINISTRY OF WOMEN AND CHILD DEVELOPMENT LOK SABHA UNSTARRED QUESTION NO. 1147 ANSWERED ON 24.07.2026 CHILD CARE CENTERS IN NORTH EAST REGION 1147. DR. INDRA HANG SUBBA: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the details of the functional children care centres run by the Ministry in eight States of North East Region (NER), State-wise; (b) the details of the funds sanctioned to these centres and utilised thereof during each of the last three years and the current year, year-wise and State-wise; and (c) whether the Ministry has any provisions for employment of vulnerable children after their completion of education/skilling in the said centres if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI SAVITRI THAKUR) (a) to (c): Under the Juvenile Justice (Care and Protection of Children) Act, 2015, Child Care Institutions (CCIs) are established, managed and monitored by the respective State Governments and UT Administrations. The Juvenile Justice (Care and Protection of Children) Model Rules, 2016 provide that every Child Care Institution shall ensure access to education and skill development for children in its care. Rule 37 further requires every Child Care Institution to provide gainful vocational training and skill-based education suited to the child's age, aptitude, interest and ability, with a view to enhancing employability and enabling certification, wherever applicable. The Ministry of Women and Child Development supplements the efforts of the States and UTs through the Centrally Sponsored Scheme Mission Vatsalya. The Mission Vatsalya Scheme, inter- alia, provides After Care support for eligible young adults who have attained the age of 18 yearsand are leaving Child Care Institutions, in accordance with the provisions of the Juvenile Justice (Care and Protection of Children) Act, 2015 and the Mission Vatsalya Guidelines. The State-wise details of Child Care Institutions supported in the eight North Eastern States under Mission Vatsalya Scheme during FY 2025-26 are placed at Annexure-I.
