SHRI MAGUNTA SREENIVASULU REDDY: Will the Minister of COMMERCE AND INDUSTRY (वाणिज्य और उद्योग मंत्री) be pleased to state: (a) the quantity and value of chilli exports from Andhra Pradesh along with the major export destinations and their share in total exports during the last five years, year- wise; (b) the measures taken by the Government to promote chilli exports from Andhra Pradesh, including assistance provided for quality improvement, value addition, branding, packaging, market access and participation in international trade fairs during the last five years, year-wise; (c) the details of chilli testing, quality certification, residue testing and export facilitation facilities available in Andhra Pradesh, indicating whether the Government proposes to establish additional facilities in major chilli-producing districts, district-wise; and (d) whether the Government has assessed the challenges affecting chilli exports from Andhra Pradesh, including fluctuations in international demand, quality standards, sanitary and phytosanitary requirements and logistic constraints and if so, the details thereof along with the corrective measures taken thereon? ANSWER वाणिज्य और उद्योग मंत्रालय में राज्य मंत्री (श्री णिणिन प्रसाद) THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY (SHRI JITIN PRASADA) (a) The details of quantity and value of chilli exports from Andhra Pradesh during the last five years, year-wise are attached as Annexure-I. The details of major destinations for export of chilli from Andhra Pradesh and their share in total exports of chilli from Andhra Pradesh during the last five years, year-wise are attached as Annexure-II. (b) to (d) The Spices Board, under the “Sustainability in Spice Sector through Progressive, Innovative and Collaborative Interventions for Export Development (SPICED)” scheme, implements programmes across the country, including in Andhra Pradesh, for promotion of exports of spices, including chilli. Under the scheme, spices 1board provide support for infrastructure development for processing and value addition, setting up/upgradation of in-house laboratories, common processing and warehousing through Spices Parks, development of innovative spice products through Spice Incubation Centres, implementation of food safety and quality assurance mechanisms/certifications, and installation of primary processing equipment. The Board also supports farmers, farmer groups and FPOs for post-harvest mechanisation and improved drying facilities to generate exportable surplus and organises Buyer-Seller Meets to strengthen market linkages. Further, the Board facilitates participation of exporters in major trade fairs and conducts capacity-building programmes on good practices, food safety and quality requirements. The Board has registered 373 exporters from Andhra Pradesh, including 18 manufacturer exporters with processing and value addition facilities, and has established offices at Guntur and Paderu, besides a Quality Evaluation Laboratory and Spices Park at Guntur, Andhra Pradesh. The year-wise details of financial assistance provided under the Board's scheme to stakeholders in Andhra Pradesh during the last five years are attached at Annexure-III. The Spices Board, under its quality evaluation system for exports, undertakes quality evaluation of export consignments of select spices including chilli to select destinations so as to ensure compliance with the quality specifications of importing countries. The Board has established 8 state of the art quality evaluation laboratories (QEL) across the major production/ exporting centres in the country, including a QEL at Guntur in Andhra Pradesh, and has also empanelled NABL accredited laboratories across India so as to make available testing and evaluation facilities for the quality and safety compliance of Spices & Spice products that are being exported from India to various destinations. The export consignments are screened for known and emerging quality and safety concerns including toxins, contaminants, residues etc. Also, the spices, parameters and destinations under the quality evaluation program of the Board is revised periodically based on the standards of the importing country, potential and emerging risks etc. During 2021-22 to 2025-26, 2,95,600 samples from export consignments of chilli were analysed under the quality evaluation system, out of which 43,415 samples were evaluated by the Board's QEL at Guntur, Andhra Pradesh.
