SHRI ANTO ANTONY: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the current status of the Smart Cities Mission (SCM) in the country; (b) the details of the total funds sanctioned, allocated and utilised under SCM during each of the last three years; (c) the total number of cities selected under SCM along with the number out of these which have completed their planned projects and those which are still having ongoing projects; (d) whether the Government has any plan to include more cities under SCM in the future and if so, the details thereof; and (e) the key challenges faced in the implementation of the mission across the country? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (c) Government of India launched the Smart Cities Mission (SCM) on 25th June, 2015. 100 Smart Cities were selected through a two-stage challenge process in 4 rounds of competition between January 2016 and June 2018. Under SCM, the Central Government had a total outlay of ₹48,000 Cr for the 100 cities. As on July 31, 2025, the cities have been able to claim Central Financial Assistance of ₹47,459 Cr (i.e. 99% of the total Central share allocation). The States/Union Territories are reported to have utilized ₹45,881 Cr (i.e. 97% of the total Central share claimed). State/UT wise progress of projects and Central Financial Assistance claimed & utilized by 100 Smart Cities since inception of the Mission is at Annexure. As on July 31, 2025, out of a total 8063 projects amounting to ₹1,64,695 Cr undertaken in the 100 cities selected under SCM, 7,636 projects (95% of total projects) amounting to ₹1,53,977 Cr have been completed and the remaining 427 projects amounting to ₹10,718 Cr are ongoing. …2/--2- As per the information provided by the States/UTs, as on July 31, 2025, out of 100 cities, 29 cities have completed its all projects. (d) Post the closure of Smart Cities Mission (SCM) on 31st March, 2025 there is no further budgetary provision under SCM. (e) As apprised by the States/UTs, the challenges encountered in implementing smart city projects include, inter alia, legal issues, delay in obtaining clearances from different departments, land acquisition, construction in hilly areas, challenges in vendor and resource availability in small & medium cities, centralization of decision making in few cities, utilization of full capacity of Integrated Command and Control Centres (ICCCs) with integration of all municipal departments and agencies, frequent changing and dropping of projects. *****Annexure Annexure refer to in reply of part
