SHRI ARVIND GANPAT SAWANT: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the name and number of cities selected so far under the Smart Cities Mission (SCM); (b) whether the Government has made an assessment of the percentage of projects that have been completed under the said mission and if so, the details thereof; (c) the details of smart technologies, such as smart street lighting, CCTV surveillance and smart traffic systems implemented under SCM; (d) whether civic services are integrated with digital platforms in smart cities; (e) whether specific measures have been taken in smart cities for pollution control, water management and energy conservation and if so, the details thereof; (f) the manner in which the Government is ensuring monitoring and transparency in the implementation of Smart City projects; and (g) the name of such States where the Maximum number of the said projects are currently in progress? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) Government of India launched the Smart Cities Mission (SCM) on 25th June, 2015. 100 Smart Cities were selected through a two- stage challenge process in 4 rounds of competition between January 2016 and June 2018. Details of 100 cities selected under SCM is at Annexure-I. …2/--2- (b) As per the information provided by the States/UTs, as on 11.07.2025, out of a total 8063 projects amounting to ₹ 1,64,695 crore undertaken in the 100 cities selected under SCM, 7,636 projects (95% of total projects) amounting to ₹1,53,977 crore have been completed. (c) to (e) SCM has focused on harnessing the power of technology and data for public good to meet the objectives of improving quality of life and economic ability in the selected cities through Integrated Command and Control Centers (ICCCs) in 100 Smart Cities which are playing an important role. Projects under SCM has been taken up across various sectors viz. smart mobility, Water, Sanitation, Hygiene (WASH), smart governance, smart energy, environment etc. For Water Sanitation & Hygiene (WASH), 1545 projects worth ₹49,621 have been taken up by Smart cities, of which 1465 projects have been completed. For the Environment, 151 projects worth ₹2,715 have been taken up by Smart cities, of which 148 projects have been completed. For Smart Energy management, 694 projects worth ₹14,263 have been taken up by Smart cities, of which 683 projects have been completed. (f) & (g) Ministry of Housing and Urban Affairs (MoHUA) has a multi-level review structure to expedite the progress of projects under the SCM. At the National level, implementation is monitored by an Apex Committee headed by Secretary, MoHUA. At the State level, Mission implementation is monitored by the State level High Powered Steering Committee (HPSC) chaired by the Chief Secretary. At the City level, there is a provision for establishing Smart City Advisory Forum (SCAF) for all 100 smart cities to advise and enable collaboration among various stakeholders.
