Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:
(a) the percentage of the total area of Uttar Pradesh covered by the City Gas Distribution (CGD)
network under the Petroleum and Natural Gas Regulatory Board (PNGRB) along with the
district-wise details of the authorized area especially with reference to the districts in the Aonla
Parliamentary Constituency;
(b) the details of the total length of the gas pipeline network currently operational and under
construction in the State, district-wise; and
(c) the names of districts of Uttar Pradesh still deprived of PNG network along with the reasons
therefor and the steps being taken by the Government to expand PNG network in these areas?

(a) to (c) Providing Piped Natural Gas (PNG) connections, establishment of Compressed Natural Gas
(CNG) stations and laying of pipeline infrastructure are part of the development of City Gas
Distribution (CGD) Network, which is carried out by the entities authorized by Petroleum and Natural
Gas Regulatory Board (PNGRB) as per their Minimum Work Programme (MWP) and techno-
commercial feasibility. After completion of 12/12A CGD bidding round, PNGRB has authorized
entities for the development of CGD network in 307 Geographical Areas (GAs), covering the entire
mainland area (including the state of Uttar Pradesh) for the development of CGD network across the
country.
PNGRB has authorized 43 GAs (including 1 GA spread over Madhya Pradesh & Uttar
Pradesh, 1 GA spread over Uttarakhand & Uttar Pradesh, 1 GA spread over Bihar & Uttar Pradesh and
1 GA spread over Rajasthan & Uttar Pradesh) covering the entire State of Uttar Pradeshfor the
development of CGD network. As per MWP targets, authorised entities have to provide 1,15,30,939
PNG domestic (PNG (D)) connections and lay 52,548 inch-km pipeline infrastructure by 2031 in the
State of Uttar Pradesh. As on 30.09.2025 the authorized entities have provided 20,89,841PNG (D)
connections and laid 1,01,363 inch-km pipeline infrastructure in Uttar Pradesh. Aonla Parliamentary
Constituency comprises of Budaun and Bareilly districts. Budaun district is covered under
Shahjahanpur and Budaun Districts GA and Bareilly district is covered under Bareilly district GA. The
district-wise details of authorized GAs of Uttar Pradeshare at Annexure-I.
Government have taken various steps to expand PNG network in the country (including in the state
of Uttar Pradesh). These inter alia include- allocating domestic natural gas to CGD sector on priority basis.
notification for supply of domestic gas through available mode (including cascade mode) for
PNG purpose.
Grant of Public Utility Status to CGD Projects.
Guidelines for the use of PNG in Defence residential area/unit lines.
Guidelines to Public Sector Enterprises to have provisions of PNG in their respective
residential complexes.
CPWD and NBCC to have provisions of PNG in all Government Residential Complexes.
Further, the Government and PNGRB monitor the progress of CGD networks based on reports
submitted by the entities. If there are any delays or shortfalls, the PNGRB advises the entity to take
corrective action. This includes calling them for progress review meetings or statutory hearings under
existing regulations to discuss challenges and the latest updates on their MWP targets in authorized
GAs. In addition, Government conducts regular interactions and meetings with State Governments for
the development of CGD network in respective States and address challenges in this regard.
