Will the Minister of TRIBAL AFFAIRS be pleased to state:
(a) the details of Individual and Community Forest Rights claims received so far across the
country under the Forest Rights Act, 2006, along with the number of claims approved, rejected
and pending in the country, State-wise;
(b) the details of the forest titles granted under the Forest Rights Act, 2006 that have been
entered in the revenue records and the benefits being extended to such forest title holders,
State-wise;
(c) whether the Union Government intends to reconsider all Community and Individual Forest
Rights claims that have been rejected under the said Act;
(d) if so, the details thereof including timeline and if not, the reasons therefor; and
(e) the details of the prescribed time-limit for disposal of applications filed under the said Act?

(a): As per the provisions of ‘The Scheduled Tribes And Other Traditional Forest Dwellers
(Recognition of Forest Rights) Act, 2006’ and Rules made thereunder, the State Governments
are responsible for implementation of various provisions of the Act and are being implemented
in 20 States and 1 UT. Ministry of Tribal Affairs (MoTA) compiles the Monthly Progress
Reports (MPR) submitted by States/UTs.
As per the latest information reported by the States and collated under MPR as on 31.12.2025,
a total of 51,92,219 claims have been received comprising 49,77,166 Individual Forest
Rights (IFR) and 2,15,053 Community Forest Rights (CFR) claims, out of which a total
of 25,43,580 claims approved (24,20,251 IFR and 1,23,329 CFR). Also, a total of 18,90,360
claims are rejected and a total of 7,58,279 claims are pending for decision. A statementshowing state wise details of claims settled along with details of claims filed, titles distributed
and claims rejected as on 31.12.2025 is at Annexure-I.
(b): State/UT Governments are responsible for implementation of various provisions of the
FRA and Rules made thereunder. Provisions contained under rule 8 of FRA Rules 2012,
obligates the District Level Committee (DLC), constituted as per provisions of FRA, 2006 and
rules therein, for proper maintenance of the record of rights. Ministry has been issuing
directions to the States/UTs for implementation of the FRA. The details of the forest titles
entered in the revenue records are not centrally maintained by MoTA.
Further, to provide sustainable livelihoods, and enhance the welfare of forest-dwelling tribal
communities, Government of India has launched scheme of ‘Dharti Aaba Janjatiya Gram
Utkarsh Abhiyan' (DA JGUA) which inter alia focuses on effective implementation of FRA
and convergence of benefits of various Government Schemes (Schemes of Dept of Animal
Husbandry, Rashtriya Krishi Vikas Yojana, PM Kisan Samman Nidhi under Dept of
Agriculture, PM Matsya Sampada Yojana under Dept of fisheries) to FRA Patta holders to
ensure socio economic development. The details are at Annexure-II.
(c): State/UT Governments are responsible for implementation of various provisions of the
FRA and Rules made thereunder.
(d): The question does not arise in the view of above.
(e): Forest Rights Act and its rules, does not prescribe a time-limit for disposal of applications

Benefits extended to FRA Patta holders under ‘Dharti Aaba Janjatiya Gram Utkarsh
Abhiyan' (DA JGUA):
i. Department of Agriculture & Farmers Welfare (Sustainable Agriculture promotion
in FRA implementing states).
An amount of Rs 2500 Cr (500 Cr per annum) to be utilized from the DAPST funds
targeting 2 Lakh FRA Patta holders.
MoA&FW has modified guidelines of Pradhan Mantri Rashtriya Krishi Vikas Yojana
(PM-RKVY) and for 4 states Assam, Madhya Pradesh, Odisha and Jammu & Kashmir
benefiting 1,73,097 beneficiaries have been Identified.
ii. Department of Animal Husbandry and Dairying (Support to FRA patta holders
through animal husbandry schemes).
An amount of Rs 75 Cr (15 Cr per annum) to be utilized from the DAPST funds
targeting 8500 IFR farmers/entrepreneurs to be supported with different livestock-
related interventions like poultry, goat and sheep rearing etc in the next 5 years under
National Livestock Mission (NLM).
Guidelines on Implementation of DAJGUA under the National Livestock Mission was
issued to States dated 29.11.2024.
For FY 2025-26 – Rs. 8 Cr. funds released to Jammu & Kashmir - Rs.3 Cr, Gujarat -
Rs.15 Lakh, Tripura- Rs.1.5 Cr., Assam- Rs.1.5 Cr , Madhya Pradesh – Rs. 1 Cr. &
Chhattisgarh- Rs. 70 Lakh.
iii. Department of Fisheries (Support to tribal fishermen and CFR holders for pisciculture):
An amount of Rs 375 Cr (75 Cr per annum) to be utilized from the DAPST funds and
the targeted beneficiaries are 1,000 CFR and 100,000 IFR.
