Parliament Question: Coalition for Disaster Resilient Infrastructure

GOVERNMENT OF INDIA MINISTRY OF HOME AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 2974 TO BE ANSWERED ON THE 10TH MARCH, 2026/ PHALGUNA 19, 1947 (SAKA) COALITION FOR DISASTER RESILIENT INFRASTRUCTURE 2974. SHRI DAGGUMALLA PRASADA RAO: Will the Minister of HOME AFFAIRS be pleased to state: (a) the details regarding the number of studies conducted by Coalition for Disaster Resilient Infrastructure (CDRI) to assess impact of extreme weather events on infrastructure in India, classified in coastal States, year and State-wise including Andhra Pradesh; (b) whether findings of such studies regarding the extent of infrastructure at risk and amount investment required for making infrastructure resilient, classified State-wise including for Andhra Pradesh; (c) the details regarding the projects undertaken in Andhra Pradesh by CDRI, along with the financial and technical assistance provided; and (d) the outcomes achieved till date through such projects in strengthening infrastructural resilience? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI) (a): Coalition for Disaster Resilient Infrastructure (CDRI) is a global network of national governments and international organizations. As per the information given by CDRI, it has supported 23 initiatives in 15 Indian States across major infrastructure sectors. Details provided by CDRI are at Annexure.-2- L.S.US.Q.NO. 2974 FOR 10.03.2026 (b): National-level risk estimates from CDRI’s Global Infrastructure Risk Model and Resilience Index (GIRI) indicate an annual average infrastructure loss of USD 31.96 Billion in India. Studies show 10-15% additional investment in resilient design yields 7-12 times economic returns through avoidable losses. State-wise risk quantification has not been carried out. (c): CDRI has undertaken a systemic climate risk assessment for Visakhapatnam Port. Its scope includes evaluation of climate risks across interconnected seaport systems and assessment of cascading disruptions across logistics, energy, transport, labour, and storage networks. Key recommendations include updating building codes, using nature-based solutions, integration of early warning tools, multi-stakeholder coordination etc. (d): CDRI has informed that it has recommended measures to strengthen power, telecommunications, transport as well as disaster risk financing systems. Advisories have been issued on power sector utilities and scoping note on extreme heat impacts on the power sector.
