Parliament Question: Coastal Erosion in Mayiladuthurai Lok Sabha Constituency

GOVERNMENT OF INDIA MINISTRY OF EARTH SCIENCES LOK SABHA UNSTARRED QUESTION NO. 2870 TO BE ANSWERED ON WEDNESDAY, 5TH AUGUST, 2026 COASTAL EROSION IN MAYILADUTHURAI LOK SABHA CONSTITUENCY 2870. KM. SUDHA R: Will the Minister of EARTH SCIENCES be pleased to state: (a) the details of completed as well as ongoing projects to prevent soil erosion on Mayiladuthurai Lok Sabha Constituency since it is one of the biggest victims of coastal erosion menace; (b) the details of ongoing and completed anti-coastal erosion projects across the coastal States in the country since 2014, State-wise; (c) the funds spent on the anti-coastal erosion projects since 2014; and (d) whether any groynes or such other anti coastal erosion measures being planned for Mayiladuthurai Lok Sabha Constituency’s coastal areas and if so, the details thereof? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR MINISTRY OF SCIENCE AND TECHNOLOGY AND EARTH SCIENCES (DR. JITENDRA SINGH) (a) The Ministry of Earth Sciences (MoES), through the National Centre for Coastal Research (NCCR), monitors shoreline changes along the Indian coast and provides scientific assessments to support coastal management. Coastal erosion protection measures are planned and implemented by the respective State Governments. Financial assistance for eligible coastal protection works is provided by the Central agencies like Central Water Commission (CWC), NDMA etc under the applicable schemes, based on proposals received from the States / UTs. NCCR's assessment of shoreline changes for the period 1990–2022 indicates that about 71% of the coastline within the Mayiladuthurai Lok Sabha Constituency is under erosion, while 16.3% remained stable and 12.7% experienced accretion. As informed by the CWC, no proposal from the Government of Tamil Nadu was received under the Flood Management and Border Areas Programme (FMBAP) during the last ten years for coastal erosion protection works in the constituency. Further, the Government of Tamil Nadu, through the Tamil Nadu State Disaster Management Authority (TNSDMA), has submitted a Preliminary Project Report (PPR) to the National Disaster Management Authority (NDMA) seeking financial assistance under the National Disaster Mitigation Fund (NDMF) for coastal erosion mitigation works in multiple districts of Tamil Nadu, including Mayiladuthurai district. As part of the appraisal process, the proposal was referred to CWC for technical examination. The observations of CWC on the PPR have been conveyed to the State Government for taking further necessary action.(b) &(c) Coastal erosion protection works are undertaken by the respective coastal State Governments and Union Territory Administrations. The State/UT-wise details of coastal erosion protection works undertaken since 2014 and the expenditure incurred thereon, as reported by the coastal States/UTs to the Central Water Commission (CWC), are given in Annexure-I. (d) As per the Preliminary Project Report submitted by the Government of Tamil Nadu through the Tamil Nadu State Disaster Management Authority (TNSDMA) under the National Disaster Mitigation Fund (NDMF), coastal erosion mitigation measures have been proposed in Mayiladuthurai district, including construction of a river training wall, installation of a submerged reef using geotubes, and rehabilitation of the existing seawall using gabion boxes in Tharangambadi Taluk.
