Compassionate Appointment Cases in OICL

Will the Minister of FINANCE be pleased to state:
(a) whether Oriental Insurance Company Limited (OICL) has discontinued compassionate
appointment in July, 2002 and restarted it in November, 2014, if so, the details thereof;
(b) whether eligible dependents of the personnel of the company who died in between 2002 to
November, 2014 have been deprived of appointment due to this policy gap, if so, the details
thereof;
(c) whether the Company is likely to review old pending eligible cases on humanitarian grounds
under the new scheme of 2014;
(d) if so, whether preference is likely to be given to dependents having technical qualifications
(Mechanical Diploma) and if so, the details thereof; and
(e) the proposed directions to be given by the Government to the said company to rectify this
discrepancy?

(a) to (e): Public Sector Insurance Companies (PSICs) including Oriental Insurance Company
Limited (OICL) are Board governed commercial entities. The Board reviews the applicable
guidelines for Compassionate Appointment from time to time. In 2002, a scheme was
introduced for payment of monetary compensation (lump sum amount) to the legal heir of
deceased employee instead of appointments on compassionate ground for deaths occurred on
or after 01.06.2002. The eligible dependents of the personnel who died on or after 01.06.2002
were covered under the scheme for payment of Monetary Compensation (lump-sum amount).
Subsequently, in 2014, the policy was reviewed and it was decided to reopen the appointments
on compassionate ground prospectively with effect from 01.11.2014 to legal heir of the
deceased employees.
For the appointment under the Compassionate Appointment Scheme of 2014, the applicant
must fulfill the essential educational and technical qualifications and experience required for
the post consistent with the requirement of maintenance of efficiency of administration.
