(a) the number of farmers in Uttar Pradesh whose land was acquired
for National Highway projects during the last five years and are still
awaiting compensation, classified by project;
(b) the total value of compensation payments pending, classified by
project especially in Kaushambi and Saharanpur Parliamentary
Constituencies;
(c) whether any reviews have identified the key reasons for pendency
such as administrative delays, land record disputes or valuation-
related issues especially in Kaushambi and Saharanpur Parliamentary
Constituencies, if so, the details thereof; and
(d) the steps being taken by the Government to expedite
compensation disbursement, strengthen mechanisms for dispute
resolution and prevent hardship to affected farmers and delays in
project execution?ANSWER

(a) In the last five years (as on 30.11.2025), a total of 2,08,999 land-
owners have been awarded the compensation for National Highways
Authority of India (NHAI) projects in Uttar Pradesh and 37,247 land-
owners are yet to receive the compensation.
(b) The land acquisition for the National Highways project is a
continuous process and the Competent Authority for Land Acquisition
(CALA) is responsible for the preparation of the awards. However,
there remains a time lag between award and disbursement which may
be delayed if the award is challenged under law. Compensation to the
tune of Rs. 66.81 crores and Rs. 60.34 crores against land acquisition
for NHAI projects is pending for disbursement in the Districts of
Kaushambi and Saharanpur respectively.
(c) The progress of NH projects, including land acquisition, is regularly
monitored by the Government at various levels. The key land
acquisition challenges are outdated land records, disputed ownership,
and delays in the revision of circle rates.
(d) The Government has shifted to the BhoomiRashi portal integrated
with Public Finance Management System (PFMS) for online direct
payment of compensation to the land-owners.
To expedite the dispute resolution mechanism, the notification for the
appointment of the Arbitrators (on recommendation of the State) is
done through BhoomiRashi Portal. Further, to enhance the
transparency, the portal is also integrated with Aadhar database.
