Executive Summary & Key Takeaways

This document summarizes a response provided by the Minister of State in the Ministry of Environment, Forest and Climate Change, Shri Kirti Vardhan Singh, to Lok Sabha Unstarred Question No. 3918, answered on August 18, 2025. The question concerned human-animal conflict, specifically in Uttar Pradesh, with a focus on the Kartaniyaghat area of Bahraich Lok Sabha Constituency. Key data points regarding human casualties and injuries due to conflict with wildlife in the Kartaniyaghat Wildlife Division are as follows: * 2020-21: 7 deaths, 50 injuries (Total: 57) * 2021-22: 9 deaths, 51 injuries (Total: 60) * 2022-23: 17 deaths, 58 injuries (Total: 75) * 2023-24: 6 deaths, 58 injuries (Total: 64) * 2024-25: 13 deaths, 57 injuries (Total: 70) While the Ministry does not collate data on compensation claims filed and disposed of at the national level, it provides financial assistance to State Governments/Union Territory Administrations under the Centrally Sponsored Scheme 'Integrated Development of Wildlife Habitats' for wildlife management and habitat conservation. This includes compensation for losses due to wild animal depredation. The Ministry enhanced the ex-gratia relief amounts in December 2023 for incidents involving wild animal attacks: * Death or permanent incapacitation: Rs. 10.00 lakhs * Grievous injury: Rs. 2.00 lakhs * Minor injury: Cost of treatment up to Rs. 25,000 per person * Loss of property/crops: Subject to cost norms prescribed by the State/UT Government. The State Governments/Union Territory Administrations are responsible for making ex-gratia payments for losses of livestock, crops, and human life, including injuries, based on their own varying norms. The response does not indicate any current government proposal to start an online portal or helpline number for unregistered cases of human-animal conflict.
