(a) the number of complaints received via public grievance portals or
from State Governments regarding corruption, use of poor-quality
materials or misreporting of completion status in road projects under
National Highway (NH) works in Uttar Pradesh during the last three
years;
(b) the number of these complaints that have been investigated and
resolved and the number that remain pending;
(c) the list of road development and upgradation projects in Uttar
Pradesh, especially in Jaunpur district, that have been delayed beyond
their original completion deadlines; and
(d) the extent of cost escalation in these projects and the reasons for
such delays?
ANSWER
THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS
(SHRI NITIN JAIRAM GADKARI)(a) and (b) The Government receives complaints/ grievances via Public
Grievance Portals regarding various issues. Apart from this,
Government in Ministry of Road Transport & Highways has also
institutionalized arrangement for receiving complaints through its
Online Media attention portal.
The Government takes cognizance of these grievances and
takes up necessary remedial actions from time to time, which is a
continuous process.
119 number of complaints/ grievances have been received
through Public grievance portal (excluding complaints received from
other social media platforms) regarding alleged corruption, quality of
materials/ construction, tolling of damaged roads/ incomplete projects
pertaining to National Highway (NH) works in the State of Uttar
Pradesh during the last 3 years and current year. Of these, 118 number
of complaints have been duly examined, necessary remedial actions
have been taken wherever required and resolved. One complaint has
been received recently in July, 2025, for which necessary action has
been initiated towards its resolution.
As per the information provided by the executing agencies, 5
numbers of complaints regarding major deficiencies/ damages in NH
works pertaining to the state of Uttar Pradesh have been received/
found during the last five financial years and current financial year
(excluding complaints received through various social media
platforms/ public grievance portal, etc.). Necessary remedial works
taken up for rectification of these deficiencies/ damages are at various
stages of progress.
Apart from above, 1,418 number of cases of complaints
pertaining to various issues regarding NHs and transport sector for the
State of Uttar Pradesh have been received through online media
attention portal maintained by the Ministry of Road Transport &
Highways. Out of these, 1,406 cases have been closed/ redressed so
far.(c) and (d) 54 number of NHs projects taken up in the State of Uttar
Pradesh (including NHs projects in Jaunpur District) have been
delayed beyond the original stipulated completion date. Details of
these projects are annexed.
Various factors such as issues related to land acquisition, delays
in pre-construction activities, financial difficulties faced by
contractors, force-majeure events, COVID, statutory clearances and
scarcity of construction materials etc. have resulted in delays and
cost overrun in certain projects.
All delayed projects do not face cost escalation. In Engineering,
Procurement and Construction (EPC) projects, cost overrun is incurred
in some delayed projects. If delay is not attributable to the
Contractor, price escalation is paid as per defined format in contract
condition. This may or may not result in additional cost as the final
value of price escalation depends upon final settlement of bills after
expiry of the project contract/ concession period. If delay is
attributable to the Contractor, damages are imposed and there is no
additional cost due to delay.
The Government has taken number of steps to prevent such
delay like awarding projects after adequate preparation in terms of
land acquisition. Also, various initiatives including streamlining and
expediting the land acquisition process through Bhoomi Rashi portal,
revamping the Parivesh Portal to facilitate faster forest and
environmental clearances, enabling online approval of General
Arrangement Drawings (GAD) for Road over Bridges (ROBs) and Road
under Bridges (RUB) from the Railways, and conducting review
meetings at various levels with all stakeholders, including State
Governments. The Government is taking all necessary steps for timely
completion of these projects.ANNEXURE
