Parliament Question: Completion, delays and implementation gaps of Sagarmala project

PHULO DEVI NETAM: Will the Minister of PORTS, SHIPPING AND WATERWAYS be pleased to state: (a) the year-wise data since Sagarmala’s launch on projects added, projects dropped or put on hold and projects re-scoped due to delays or infeasibility; (b) the project-wise list of the 131 projects which are in development stage, including original approval date, latest revised completion date and present stage of execution; (c) the details of original project cost and the latest estimated cost for the 131 projects still at the development stage; and (d) how many projects have been delayed by more than three years solely due to land acquisition issues and the cumulative cost escalation attributable to these delays? ANSWER MINISTER OF PORTS, SHIPPING AND WATERWAYS (SHRI SARBANANDA SONOWAL) (a) to (c): Since the inception of the Sagarmala scheme in March 2015, 186 projects have been sanctioned for financial assistanceby Ministry of Ports, Shipping and Waterways. However, sanctions of 58 projects have been withdrawn from time to time in terms of Sagarmala funding guidelines to maintain fiscaldiscipline. No project has been re-scoped due to delay or non- feasibility. Year wise details of projects sanctioned and sanction withdrawn for funding under Sagarmala scheme is available at annexure-1. At present 128 projects are funded Sagarmala scheme. Out of these, 78 projectshave been completed and 50 projects areunder implementation. The details of these 128 projects including sanction date, completion date, present status and project cost is available at annexure- 2.
