DELKAR KALABEN MOHANBHAI: DR. SHIVAJI BANDAPPA KALGE: Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: (a) the status of final completion of projects under the Smart Cities Mission (SCM) across the country by the end of 2026, State/UT- wise; (b) the total investment mobilised under the said Mission and the number of Integrated Command and Control Centres (ICCCs) operational across hundred Smart Cities, State/UT-wise including Maharashtra and UT of Dadra and Nagar Haveli and Daman and Diu; (c) the major achievements and transformative outcomes during the ten-year implementation period of the said Mission, State/UT-wise; and (d) the details of the plan to sustain and expand the digital infrastructure and innovations developed under the said Mission, State/UT-wise? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) and (b): Under Smart Cities Mission (SCM), as reported by the States/UTs as on 31.03.2026, a total 8,064 projects amounting to ₹1,64,811 Cr were taken up, out of which 7,790 projects (97% of total projects undertaken) worth ₹1,56,257 Cr have been completed. Integrated Command and Control Centres (ICCCs) have been established in all 100 Smart Cities including Smart Cities in Maharashtra as well as the Union Territory of Dadra and Nagar Haveli and Daman and Diu. …2/--2- State/UT-wise and city-wise details of projects along with central financial assistance claimed and utilised under SCM is at Annexure. (c): The key achievements and transformative outcomes of SCM inter- alia includes: i. 100 Integrated Command and Control Centres (ICCCs) established for functions spanning crime monitoring, citizen safety, transport, waste, water, and disaster management; ii. Public Safety and Security: More than 83,000 CCTV surveillance cameras installed; iii. Vibrant Public Spaces:1,300+ public-space projects completed, along with conservation of 484 heritage sites and market redevelopments in 58 cities; iv. Water Supply:17,000+ km of water supply network monitored via SCADA, reducing leakages and non-revenue water; v. Solid Waste Management: ICCCs monitor RFID-enabled waste-collection vehicles, improving routes and collection efficiency in several cities; vi. Mobility:1,700+ km of smart, accessible roads built, with ITMS deployed and monitored via ICCCs for better traffic management; vii. Public Private Partnership (PPP): 194 projects worth ₹9,190 Cr with have been completed. (d): As per the Advisory No. 27 dated 10thJune, 2025 issued by MoHUA, the Special Purpose Vehicles (SPVs) were advised to leverage ICCCs as city operating systems and state analytical hubs, with operational control preferably retained by the urban development departments. SPVs may receive service-linked revenues for managing ICCC functions. States and Union Territories, through their respective High-Powered Steering Committees (HPSCs) chaired by Chief Secretary, have been encouraged to chart out urban sector priorities and map areas where SPVs can continue to play a strategic role.
