COMPOSITE MEDICAL HEALTH FOR TRANSGENDER PERSONS
1532. DR. K SUDHAKAR:
Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:
(a) whether the Government proposes to align the "Composite Medical Health for
Transgender Persons" scheme (launched 12.02.2022 under SMILE) with provisions of the
new Transgender Bill, particularly regarding expanded coverage for gender reaffirmation
surgeries, hormone therapy and Ayushman Bharat Plus at all facilities;
(b) if so, the details of amendments planned to ensure seamless integration with the Bill's
rights-based framework for transgender healthcare;
(c) the steps taken to publicize this insurance coverage (up to sex reassignment and transition
support) amid the Bill's implementation; and
(d) the details of scholarship given to transgender persons from class Ninth till Post
graduation State-wise and district-wise particularly in Karnataka?
ANSWER

(SHRI B.L.VERMA)
(a) & (b): Memorandum of Understanding (MoU) with National Health Authority (NHA)
has been done on 24.08.2022 for convergence with Ayushman Bharat Pradhan Mantri Jan
Arogya Yojana (PMJAY) of NHA for providing health facilities to Transgender persons
under Support for Marginalized Individuals for Livelihood and Enterprise (SMILE) scheme
which includes 53 healthcare services for gender reaffirmation surgeries, hormone therapy
and cosmetic treatments at empanelled hospitals.
The existing MoU for facilitating health services to transgender persons continues to be
operational and remains unaffected by the Transgender Persons (Protection of Rights)
Amendment Rules, 2026.
(c): All Garima Grehs, receiving grant-in-aid from Department of Social Justice and
Empowerment (DoSJE), National Institute of Social Defence and State Governments/Union
Territory Administrations, through various awareness programes, regularly publicize the
insurance coverage provided by DoSJE.
(d): As on date, no application for scholarship has been received.
