Will the Minister of EDUCATION be pleased to state:
(a) whether the Government has published a comprehensive implementation report card for National Education Policy (NEP) 2020, if so, the details thereof;
(b) the details of the total number of schools developed under PM SHRI in the country along with the number of schools that are fully operational as model NEP schools, particularly in Karnataka; and
(c) the details of the funds released to Karnataka and specific progress particularly in Chikkaballapur district under PM SHRI, Samagra Shiksha and National Initiative for Proficiency in Reading with Understanding and Numeracy (NIPUN) Bharat in 2024-25 and 2025-26? K SUDHAKAR, HON’BLE MEMBER OF PARLIAMENT REGARDING “COMPREHENSIVE IMPLEMENTATION REPORT CARD FOR NEP 2020”
(a): Implementation of National Education Policy (NEP) 2020 is a continuous process. It provides different timelines as well as principles and methodology for its implementation.
NEP 2020 envisages operationalisation of the entire policy during the decade 2030–2040, following which another comprehensive review will be undertaken.
UDISE + provides information on the changes in the Educational Indicators. As per UDISE+ 2025-26 data, the enrolment in the schools has gone up to 24.72 crores. The Net Enrolment Ratio has improved in FY 2025-26 as compared to 2024-25 across Foundational, Preparatory, Middle and Secondary stages of schooling. The Gender Parity Index is 1.0 or more across all stages of school showing active participation of girls. The availability of infrastructure facilities like Girls, Boys and CWSN toilets, drinking water, electricity, ramps with handrails and aspirational facilities like internet connection, computer availability have all registered improvement. Department of School Education & Literacy (DoSE&L), Ministry of Education, has aligned various Centrally Sponsored Schemes, such as Samagra Shiksha, PM Schools for Rising India (PM SHRI), Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) Scheme, and Understanding Lifelong Learning for All in Society (ULLAS), to facilitate achievement of the goals of NEP 2020 across all levels of school education.
Further, education is in the Concurrent List of the Constitution, and the majority of schools are under the administrative domain of the respective State and UT Governments.
Therefore, the primary responsibility for implementation of NEP 2020, in accordance with the prescribed norms and standards, rests with the respective State and UT Governments.
(b): Pradhan Mantri Schools for Rising India (PM SHRI) schools are being set up as NEP 2020 exemplar schools and are expected to become the template for other schools. As of now, a total of 13,092 PM SHRI schools have been selected including 590 PM SHRI schools from State of Karnataka.
(c): The details of funds allocated and released to the State of Karnataka under the PM SHRI and Samagra Shiksha Schemes in FY 2024-25 and 2025-26 are as follows:

1075.34 2025-26 2077.01 1143.34 During FY 2024-25 and 2025-26, an estimated amount of Rs. 9463.97 lakhs and Rs.
9397.99 lakhs respectively was approved by the Samagra Shiksha Project Approval Board for Foundational Literacy & Numeracy (including ECCE and NIPUN) component to the State of Karnataka. NIPUN Bharat is a part of Samagra Shiksha Scheme. Therefore, the funds released for Samagra Shiksha are meant for all approved activities under Samagra Shiksha, including NIPUN Bharat related activities.
As informed by the State of Karnataka, a total of 16 PM SHRI schools have been selected in the district of Chikkaballapur, Karnataka. The details of funds released and utilized by these 16 PM SHRI schools in FY 2024-25 and FY 2025-26 are as follows:
